​Tami Thomas Again Elected BOE President

The organizational and regular meetings of the North Baltimore Local Board of Education were held on Tuesday, January 12, 2016 at 5:30 and 6:00pm.
Organizational Meeting
Mrs. Tami Thomas was elected unanimously to the office of Board President.  Current Board Vice-President, Russell Bretz was nominated to the office of Vice-President as well as Board member, Jaimye Bushey.  Since Board member, Tim Archer was absent, neither candidate received the necessary three votes.  The office of Vice-President will be decided at the February meeting.
After the oath of office was administered to the Board President, Tami Thomas, the meeting continued with the assignment of committees and establishing time of meetings, etc.
Monthly meetings will be the fourth Tuesday of each month with exception of March and December.  The March meeting will be held on March 15, 2016 at 6:00pm, and the December meeting will be held on December 20, 2016 at 6:00pm.  All regular meetings will start at 6:00pm and will be held in the MS/HS complex.
A Board service fund in the amount of $12,000 was established. Board committees remain the same as last year.
Appointed the Treasurer as the Board representative for HB 9 Public Records for Professional Development requirements. Approved a resolution for compensation for Board Members as per Board Bylaws #0147, (no change).
Approved a resolution to appoint the Superintendent as:
1. Purchasing Agent
2. Coordinator of Federal State Programs
3. Prevailing wage coordinator
4. ADA compliance officer
5. EMIS coordinator
The Superintendent recommended the approval of the following annual standard authorizations for calendar year 2016:
a) Authorize the Treasurer to make short-term advances as needed from the General Fund to various other school funds to ensure their continued operation.
b) Authorize the Treasurer to review and approve all Then and Now Certificates per ORC5705.41 (D).
c) Authorize the Treasurer and/or the Superintendent to review and approve expenses related to refreshments for meetings involving the community and/or staff.
All were approved.
Approved a resolution to authorize the Superintendent to employ temporary personnel and act on behalf of the Board in keeping with the Ohio Revised Code and Board Policy.
Authorized the Superintendent, on behalf of the Board, to accept resignations submitted by employees during times when this Board is not in session, subject to ratification by this Board.  Such resignations shall be deemed effective as of the date and time of the Superintendent’s acceptance.
Authorized the Superintendent to enter into tuition contracts for special education and regular education students with other school districts.
Approved a resolution to appoint the MS/HS Building Principal as HB308 Safety Coordinator.
Approved the Ohio School Boards Association Legal Assistance Fund Consultant Service Contract beginning January 1, 2016 through December 31, 2016 at a cost of $250.
Approved membership to the Ohio School Boards Association beginning January 1, 2016 through December 31, 2016 at a cost of $3,778 for subscriptions and monthly update information.
Approved the Ohio Education Policy Institute, (OEPI) consulting services beginning January 1, 2016 through December 31, 2016 at a cost of $500.
Organization Meeting adjourned at 5:54pm.
Regular Meeting
Superintendent’s Recommendations:
Approved an extended medical leave of absence for Scott Lockwood, Elementary Principal using accumulated sick leave.  He will continue on leave until his next evaluation in six months.
Approved a maternity leave of absence fro Katelyn Eckel, Elementary Teacher, beginning approximately March 16, 2016 through May 27, 2016 using her accumulated sick leave, personal leave and unpaid leave through the Family Medical Leave Act as needed.
Approved an agreement with the Community Employment Services (CES) for services provided at Powell School through a work program for $10.60 per hour for one year beginning January 1, 2016.
Approve payment to Great American opportunities for the Powell fundraiser for $13,609.50 to be taken out of the Powell Principal Fund.
No committee reports were given.
The next regular meeting of the North Baltimore Local Board of Education will be held on Tuesday, February 23, 2016 at 6:00pm in the MS/HS Complex.
