I. Pledge of Allegiance
Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.
II. Roll Call:
Mayor Janet Goldner-Here, Ty Carles-Here, Ms. Emahiser- Here Art Patterson -Here, Rich Rose-Absent, Leslee Thompson- Absent, Richard Van Mooy-Here,
Mr. Patterson made a motion to excuse Mr. Rose and Ms. Thompson. Second by Mr. Van Mooy. All approved.
III. Approval of the Minutes:
Motion by Mr. Van Mooy to approve the minutes as corrected of the September 20, 2016 meeting. Second by Mr. Patterson. All approved.
Mr. Carles made a motion to appoint as temporary President Mr. Van Mooy. Second by Art Patterson. All approved.
Mr. Patterson made a motion to approve the special meeting minutes from Sept. 1, 2016. Second by Ms. Emahiser. All approved.
IV. Public Participation:
Jane Spoerl running for Treasurer, introduced herself and reminded everyone to vote on November 8th.
Aaron Patterson had questions and voiced his opinion on the Henry Twp EMS deal. Waiting to hear from Henry Twp if it is a go or not. He said this has been on hold for longer than it should be. (10months)
V. Letters and Communications:
Mr. Van Mooy received an email from Tom Boltz about the NB Wikipedia page. It is a source of general information. Would council be interested in him pursuing it?
Ms. Thompson arrives and is back to taking over the president position.

Would like to have 3 new employees hired
Mr. Van Mooy made a motion to hire according to form F-19a 3 EMT’s, Becky Walter as P/T Intermediate EMT($12); P/T Intermediate EMT Scott Kaminski($11.50); P/T Basic EMT Trenton Strickland($10.50). Second by Mr. Carles. 4 yes votes; Ms. Thompson voted no. Passed.

-Public hearing on the zoning change for Sister’s Junction was at 6:30 pm.
-Ribbon cutting for the sewer plant on Oct. 28th at 2
-Leaf bags and Pick up will be starting
-Halloween Parade Oct. 29, 2016- Hometown Heroes is the Theme
-Sign in request on Tarr Street is up
-Tiles from the park have been removed
Proposed motion: Recommendation to allow the village administrator to advertise for the vacancy of dispatch.

Ordinance 2016-37 Modify the income tax code. Use to be “post marked by” now it reads “not later than fifteen days after the last day of each month”.

VIII. New Legislation, Resolutions, Motions or Business
Ms. Thompson made a motion to add Ordinance 2016-37 to the agenda. Mr. Van Mooy second. All approved.
Ms. Thompson made a motion that Ordinance 2016-37 be read by number and title only for the first reading, dispense with the second and third readings, suspend the rules and declare an emergency. Second by Mr. Patterson. All approved.

Ordinance 2016-37 AN ORDINANCE AMENDING SECTION 182.051(B)(1)(a), (b) & (c) OF THE VILLAGE INCOME TX CODE, CHAPTER 182 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF NORTH BALTIMORE AND TO DECLARE AND EMERGENCY.
Mr. Van Mooy made a motion to adopt. Second by Mr. Patterson. All approved.

Ms. Thompson made a motion that Ordinance 2016-32 be read by number and title only for the third reading. Second by Mr. Van Mooy.

ORDINANCE 2016-32 AN ORDINANCE AMENDING THE ZONING DISTRICT MAP BY CHANGING THE ZONING CLASSIFICATION OF PARCEL #F23-310-260314001000, FROM R-2 MEDIUM DENSITY RESIDENTIAL TO B-1 NEIGHBORHOOD BUSINESS DISTRICT.
Mr. Patterson made a motion to adopt. Second by Ms. Emahiser. All approved.

Mr. Patterson made a motion to adopt. Second by Ms. Thompson. All approved.
