COUNCIL MEETING
January 2, 2018

MINUTES

I. Pledge of Allegiance
Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.

II. Roll Call:
Mayor Janet Goldner-Here, Matt Beegle-Here, Ty Carles-Here, Tim Engard- Here, Aaron Patterson- Here, Art Patterson- Here, Leisa Zeigler- Here, Student Representative Dalton Teaford- Here, Clerk Kathi Bucher- Absent

Mr. Carles made a motion to excuse Ms. Murray. Second by Mr. Art Patterson.
All approved.

Swearing in of new Council Members: Aaron Patterson, Marr Beegle, Tim Engard, Art Patterson.

III. Election of the President of Council
Mr. Carles made a motion to elect Ms. Zeigler. No second. Motion dead.
Mr. Aaron Patterson made a motion to elect Art Patterson. Second by Mr. Carles. All approved.

IV. Assignment of Committees by the Mayor
Mayor passed out the sheet with all committee members names on it.

V. Assignment of seating by the Mayor
The Mayor passed a bucket around with numbers (1-6) in the bucket. Each council member took one piece of paper from the bucket. Then moved to those assigned seats.

VI. Approval of the Mayor’s appointments to commissions and committee as
presented
Mr. Aaron Patterson made a motion to approve the committees. Second by Mr. Art Patterson. All approved.

VII. Approval of the Minutes:

Motion by Mr. Aaron Patterson to approve the minutes of the December 19, 2017 meeting. Second by Mr. Carles. All approved.

V. Letters and Communications:
None

VI. Administrative Reports:

Finance Officer: submitted

EMS Chief: submitted- Mr. Aaron Patterson wanted to know how many runs were missed. None

Fire Chief: submitted

Police Chief: submitted. Chief handed out his business card to council members

Utility Director: submitted

DPW Superintendent: submitted Old report? Aaron Patterson wants information on the Eagleville Road project. Slippery Elm drainage issue? (on the agenda)

Village Administrator:
Main Street Corridor- 100 block of Main scheduled for Fall of 2019
Neighborhood Revitalization Grant- Ms. Mills from Poggemeyer spoke at the COTW on December 12, 2017
Electric Provider Ordinance- Mr. Walton spoke at the COTW on December 12, 2017. Mr. Aaron Patterson asked about the HWE territory map. Chris to supply that. Wants a copy of the old agreement and new agreement. (franchise) Joel to supply that.
Opportunity to Serve- still in need of members
Storm Sewer- Slippery Elm tied into our drainage. Mr. Carles wanted to know if it had been cleaned out. Ms. Goldner to check on this. Mr. Aaron Patterson would like this to be on the COTW agenda.
2018 Village Newsletter- was mailed out in the water bills
Time Change for Council- new time of 5:30 pm. Mr. Aaron Patterson wanted to know what is being emailed instead of dropped off at the home. Will be trying email? There is a concern. Mr. Aaron Patterson wants his packet delivered to his home.

Clerk: nothing

Appointed Legal counsel: Mr. Kuhlman asked to have everyone’s email. He plans on doing short reports. Ex: duties of the council

Mayor: Make sure everyone gets their direct deposit paper into April. Check mailboxes daily. Will get pictures at next meeting for web page. Will get copies of how to make a motion to everyone.

Economic and Community Development (Ms. Zeigler)
Nothing

Public Safety (Mr. Art Patterson)
Nothing

Personnel, Policy and Ordinance Review (Mr. Carles)
Sunshine Law- required by the State. Anyone new to council is required to take this. Texting is public record, verified by Joel.

Public Works (Mr. Aaron Patterson)
Nothing to report. Items to COTW-looking for map for east of Eagleville Road, what is ours? Slippery Elm trail- Mr. Carles passed out the snow plow policy. Mayor to check with Allyson on getting copies to council.

Public Utilities (Mr. Engard)
Nothing

Finance and Technology (Mr. Beegle)
Nothing

VIII. New Legislation, Resolutions, Motions or Business

IX. Second Reading of Ordinances and Resolutions
Mr. Aaron Patterson made a motion that ORDINANCE 2017-52 be read by number and title only for its second reading. Second by Mr. Carles.

ORDINANCE 2017- 52 AN ORDINANCE AMENDING AND REWRITING IN THEIR ENTIRETY THE FRANCHISE AGREEMENTS SET FORTH IN ORDINANCE 04-95 AND ORDINANCE 08-37, GRANTING TO HANCOCK-WOOD ELECTRIC COOPERATIVE, INC., ITS SUCCESSORS AND ASSIGNS, THE RIGHT TO ACQUIRE, CONSTRUCT, MAINTAIN AND OPERATE IN THE STREETS, THOROUGHFARES, ALLEYS, BRIDGES AND PUBLIC PLACES OF THE VILLAGE OF NORTH BALTIMORE, STATE OF OHIO, AND ITS SUCCESSORS, LINES FOR THE DISTRIBUTION OF ELECTRIC ENERGY TO PARTS OF THE VILLAGE OF NORTH BALTIMORE AND THE INHABITANTS THEREOF FOR LIGHT, HEAT, POWER AND OTHER PURPOSES AND FOR THE TRANSMISSION OF THE SAME WITHIN, THROUGH AND ACROSS SAID VILLAGE OF NORTH BALTIMORE, STATE OF OHIO SUBJECT TO AND IN COMPLIANCE WITH THE CERTIFIED TERRITORIES FOR ELECTRIC SUPPLIERS ACT (OHIO REVISED CODE SECTIONS 4933.81 TO 4933.90).

XI. Other New Business
Mr. Teaford addressed issue with the punctuation of the Pledge of Allegiance. No comma after “one nation under God”.
Mr. Aaron Patterson brought up cross training. This is being done.

XIII. Payment of the Bills

Mr. Aaron Patterson made a motion to put the bills totaling $ 133,729.65 on the Claims Ordinance. Second by Mr. Art Patterson. All approved.

Discussion on “what is the claims ordinance?” Joel to check on it. Mayor asked if we even have to vote on paying the bills? Mr. Kuhlman said it didn’t matter.

Mr. Aaron Patterson asked about the WENZ program, Diamond Window Cleaning, and office cleaning.

XIV. Adjournment

Mr. Carles made a motion to adjourn at ___ PM. Second by
Mr. Aaron Patterson. All approved.
