October 15, 2019
MINUTES
I. Pledge of Allegiance
Mayor Goldner called the meeting to order at 5:30 PM and led the Pledge of
Allegiance.
II. Roll Call:
Mayor Janet Goldner-Here, Matt Beegle-Here, Ty Carles- Absent, Tim Engard –
Here, Aaron Patterson-Here, Art Patterson- Absent, Leisa Zeigler-Here, Student
Representative- none, Clerk Kathi Bucher- Present, Legal Counsel-Joel Kuhlman-

Motion made by Aaron Patterson to excuse Mr. Carles and Mr. Art Patterson.
Second by Mr. Engard. All approved.
III. Approval of the Minutes:
Motion by Mr. Aaron Patterson to approve the minutes from October 1, 2019.
Second by Mr. Beegle. All approved.
IV. Public Participation:
Kyle Jordan- owner of LO8- situation with his business on Main Street and the
way they tied or better yet, didn’t tie into the steps of his building. There were
concerns with the meter pit being too high and cracks in the curb.
Smith paving will be back for a walk thru and this will be on their list.
V. Letters and Communications:
None
VI. Administrative Reports:
Finance Officer: members had it at their seats. Bills list. He also has a request of
an executive session at the end. Everything is caught up. He is working on
tracking down uncashed checks. Ready to have an exit meeting with the State
Auditor.
EMS Chief:
Fire Chief: no reports due All were at Homecoming Parade

DPW Superintendent:
Village Administrator: UD needs a valve exerciser: money is there, would free up
a guy $14,450.00.
Motion by Mr. Beegle to purchase the valve exerciser from ERBboom, not to
exceed $14,450.00. Second by Mr. Engard. All approved.
DTR- third phase in underway with the light poles, etc… being fabricated,
installation Spring 2020; Who took the chunk out of the sidewalk near the RR
tracks? They should fix it. Time to go the legal route. Regards to Shirley
Hutchison’s issue, CSX understands the issue but will not fund it.
Mr. Brillhart will follow up tomorrow. NRG-design/engineering underway for 6
projects; OPWC- 9 statements of interest; use Qualified Base selection-Nov. 5 to

present a firm, Council would like to see the street lights the same on the 100
Block and 200 Block. Maybe have a few extra poles in case of an accident.
(budget these in the future) BULK water sale- review of the revisions by the UD
and Admin. WCE- CSX is an on going issue. Have contacted several people.
Clerk: nothing
Appointed Legal counsel: nothing
Mayor: Upcoming Safety Council will be at 7:30; Luncheon on Thursday.
Need to ask that Main Street be closed from Walnut to High Street for the
Halloween Parade on October 26 th from 4:30-9 pm
Motion by Aaron Patterson to close the streets as stated above along with cross
sections for the parade. Second by Mr. Engard. All approved.
VII. Standing Committees:

Public Works (Mr. Beegle)
Just add to the punch list for Main Street, in front of the Huntington Bank, a
chunk is missing.
Public Utilities (Mr. Aaron Patterson)
Ordinance 2019-32…Mr. Aaron Patterson and Mr. Roberts talked about a
minimum usage for the bulk rate water. 8” pipe; 6” pipe…12” Mr. Roberts to get
some numbers. Table this until November 19. COTW
Finance and Technology (Mrs. Zeigler)
Ms. Zeigler asked if there was anything needed for the 2020 appropriations? Mr.
Swartz stated department heads were working on their budgets. November 19 th
first reading.
VIII. New Legislation, Resolutions, Motions or Business
Mr. Aaron Patterson made a motion to read Ordinance 2019-34 by number and
title only for its first reading. Second by Ms. Zeigler.

IX. Second Reading of Ordinances and Resolutions
Mr. Beegle made a motion that Ordinance 2019-33 be read by number and title
only for its second reading. Second by Ms. Zeigler.

Motion by Mr. Aaron Patterson to table Ordinance 2019-33 until November 19,
2019. Second by Mr. Beegle. All approved.
X. Third Reading of Ordinances and Resolutions
Mr. Aaron Patterson made a motion that Ordinance 2019-28 be read by number
and title only for its third reading. Second by Mr. Beegle.

OF THE CODIFIED ORDINANCES OF THE VILLAGE OF NORTH
BALTIMORE TO ESTABLISH CONDITIONS FOR THE ALLOWANCE OF
ADJUSTMENTS TO THE WATER BILL IN CONSIDERATION OF WATER
LEAKAGE
Motion by Mr. Aaron Patterson to adopt. Second by Mr. Beegle. All approved.
Motion to Convene in Executive Session under Ohio (Administrative)Revised
Code Section (3358:17-1-04.2(A)(2)) 122.2G, “To Consider the Purchase of
Property”.
Executive session at 6:26 pm. All approved.
Returned to regular session at 6:40 pm.
XI. Other New Business
Public Meeting at 5:00 pm
Ordinance 2019-34,33,32-tabled, 28 adopted.
XII. Other Old Business
Mr. Beegle was curious where we are at with putting up the cameras at the Park?
Not on the tower yet. Should be done by the end of the month, Mr. Wickard set
the pole.
Also, charge to AEP (3months) why…Mr. Swartz there was a dispute we were
working on.
XIII. Payment of the Bills
Motion made by Mr. Aaron Patterson to pay the bills totaling $366,025.63.
Second by Ms. Zeigler. All approved.
XIV. Adjournment
Motion by Mr. Aaron Patterson to adjourn. Second by Mr. Beegle. All approved.
