Approved (4/3/18) VILLAGE OF NORTH BALTIMORE COUNCIL MEETING MINUTES from March 20, 2018

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 5:30 PM and led the Pledge of Allegiance.

II. Roll Call:

III. Approval of the Minutes:

Motion by Mr. Aaron Patterson to approve the minutes of the March 6, 2018 meeting. Second by Mr. Carles. All approved.

IV. Public Participation: (5min limit)
Martin Smith- there was a hazardous tree that was removed from one of his properties. He would like to fill it in with top soil and replace the sidewalk all at his expense. Mr. Aaron Patterson wanted to know if there had been mulch there before? No, the tree was planted in the ‘60’s and it wasn’t planted properly. Mr. Smith just want to get permission to do this and let the council know of his intentions.

Mrs. Williams wanted to make sure council was aware that their garage had burnt down and they are going to rebuild. She has been in contact with Ms. Murray.
There is a handout that Ms. Murray gave to all members showing them where the garage is and letting them know it will be going to the zoning board.

Village Administrator: Ms. Murray started out with the power point she shows when she is asked to speak about the Village.
3) NRG- biggest concerns, roads, parks, sidewalks and abandoned structures.
Next NRG Public Meeting April 10th at 7:00 pm at the Village Hall
4) Street Sweeper- request to “outsource” this- we received one bid. (handout) Mr. Carles said that it is “robbery.” Catch basins can be cleaned with a shovel and we should be doing it. Move forward with the street sweeper.
5) PW dump truck- we need to develop a plan to purchase one in the future
6) WCM meeting- March 22, 2018 at 1:00 pm at the Village Hall
7) Policy on tying into Village Storm Sewer- Ordinances tonight 06 is the sewer and water tapping; 07 is for changes to 935 storm water management system.
8) Loop Project- March 29, 18 meeting to begin discussion
9) Property donation- by a resident- Ordinance 2018-08 has its third reading tonight
10) Asset Management Plan- this is a requirement for municipalities with a water system. The meeting is March 29.
11) Scout House- Ordinance has been amended, third reading tonight
12) Tree Commission-(handout)
Proposed Motion: To authorize the Village Administrator to advertise for bids for Hazard Tree Removal for 2018
Ms. Zeigler made the motion for the VA to advertise for bids for Hazard Tree Removal. Second by Mr. Carles. All approved.
13) Bike Helmet Grant- (handout)helmets to be given away at the PSD on May 19th.
14) Surface transportation Block Grant-(handout)
Mr. Aaron Patterson made a motion to authorize the VA to begin the application process for the Surface Transportation Block Grant through TMACOG.
Proposed Motion: To authorize the Village Administrator to begin the application process for the Surface Transportation Block Grant through TMACOG.

Clerk: I received a letter informing us that liquor permit privilege renewal is coming up and if we have any objections now is the time to submit. Chief Baer said there have been no issues, we are all good.

Appointed Legal counsel: nothing

Mayor: April 1 the park opens- May is when the water gets turned on. The port-a-johns are out there because the school puts them there and takes care of them.
April 3 meeting pictures will be taken to update the website, etc.

VII. Standing Committees:

Economic and Community Development (Ms. Zeigler)
Thanks to all who attended the meeting. They are working on a report for a long-range plan.

Public Safety (Mr. Art Patterson)
Public Safety Day is May 19th.

Personnel, Policy and Ordinance Review (Mr. Carles)
925,935 Ordinances tonight – working on one for spraying

Public Works (Mr. Aaron Patterson)
Mr. Patterson is very disappointed; 4 employees and we are outsourcing work. Also, has heard there will be down days. There are always things that need done, so why are there down days? Mr. Carles agreed and said he noticed the same thing. Mr. Beegle said we need to make sure we are handling the crew.
To do: streets, cemetery, buildings, etc.

Public Utilities (Mr. Engard)
Nothing. Mr. Aaron Patterson heard Caleb Swope got his CDL-great

Finance and Technology (Mr. Beegle)
Requesting an executive session at the end of the meeting for 121.22 G1 to consider the appointment, employment, dismissal, promotion, demotion or compensation of a public employee.

Mr. Aaron Patterson made a motion to put the bills totaling $ 129,173.31 on the Claims Ordinance. Second by Mr. Carles. All approved.

XV. Return to Regular Session

Mr. Aaron Patterson made a motion to return to regular session at 6:41 PM. Second by Mr. Carles. All approved.

Mr. Beegle made a motion that Brian Roberts, at his one-year review, April 1, 2018, be paid $75,000. Second by Mr. Carles. Four yes votes with Mr. Aaron Patterson and Mr. Art Patterson abstaining. Motion passed

Mr. Carles made a motion to adjourn at 6:43 PM. Second by
