COLUMBUS – This week, Gov. John R. Kasich rescinded Executive Order 2007-23S and Executive Order 2008-02S that were issued by his predecessor and which declared that independent, self-employed contractors who provide home health care and in-home child care services were eligible for collective bargaining with the state, although they are not state employees.
