1. Meeting Review

3. Meter Changeover Project. The water meter changeover project is continuing. Workers from Neptune Equipment Co. are here in town and accompanied by workers from the North Baltimore Water Dept. The South end of town and Northeast section of town has had their new meters installed. Thus far, more than 600 meters have been changed out. As always if you have questions please call the Village Office.

4. Wastewater Plant Headwork’s Project. Preconstruction meeting originally scheduled for Tuesday February 16, 2016 at 9:00am has been rescheduled for Tuesday March 1, 2016 at 11:00am.
5. Wood County EMA Contract – Included in the council packet tonight is the copy of the 2-year contract & invoice for Wood County EMA to furnish emergency management services to our community.

Proposed Motion: Council to authorize and sign the 2 year contract for emergency management services to be provided by Wood Co. EMA.

6. Communications Tower The communications tower is now the basis of a grant opportunity we would like to apply for. Local Government Safety (LGS) Grant is open until March 18 and the outline of the grant program was included in the council packet.

Proposed Motion: Council to authorize Administrator Murray to submit application for the LGS Capital Grant for the Communications Tower.

7. Baseball/Softball Field Meeting – Public Meeting for teams intending to use the village baseball & softball fields was held Tuesday February 23, 2016 at 6:00pm. Rules & regulations regarding the use of the fields, the maintenance of the fields and fees associated with the concession stands and keys were discussed.

8. 208 Plan Update TMACOG – Included in your packet tonight is an update we received regarding the 208 Plan for the village which will be expanded to include the former Rader Creek Facility Planning Area (Package plant that served CSX). This change in the Facility Planning Area will require sewer flow from the area around CSX to come to North Baltimore for treatment. The area has now been expanded to include an additional 1575 acres north of the current Rader Creek FPA. The information is included in the council packet.

9. Main Street Corridor – A TIP Funding Meeting took place on Thursday February 25, 2016 at the ODOT District 2 Office in which the Downtown “Enhancement” project (PID 99004) was discussed and is on schedule to be funded in ODOT funding year 2019. Also, included in your packet tonight is information from Poggemeyer if we wish to have them handle the engineering for the downtown project.

10. Update on Amplex – Amplex has requested original design & drawings for the water tower as they wish to bypass our tower maintenance provider, Dixon Engineering, in an attempt to speed up the installation process. The village cannot allow any installation on the water tower by Amplex or any other vendor without an inspection and authorization from Dixon Engineering. At this point this project is on hold until such authorization is secured.

11. Hiring Part-Time EMS Employees – At the request of Chief Matthes the following individuals are presented tonight for hire; Chad Smith, Derrick Wears, and Timothy Von Stein. Additional information on each is included in the council packet.

Proposed Motion: Council to accept the recommendation to employ Chad Snith, Derrick Wears, and Timothy Von Stein as part-time EMS employees with the village.

12. Sunshine Law Training – A reminder that every elected official must complete Sunshine Law Training. It is available online or there is a classroom session being held by TMACOG on April 8, 2016 if you wish to attend a classroom session.
