December 5, 2017
MINUTES
I. Pledge of Allegiance
Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.
II. Roll Call:
Mayor Janet Goldner-Here, Ty Carles-Here, Leisa Zeigler- Here, Art Patterson -Here, Rich Rose-Here, Leslee Thompson- Absent, Richard Van Mooy-Here, Student Representative Dalton Teaford, Clerk Kathi Bucher- Here
Mr. Carles made a motion to excuse Ms. Thompson. Second by Mr. Rose.
All approved.
III. Approval of the Minutes:
Motion by Mr. Rose to approve the minutes of the November 21st meeting. Second by Mr. Van Mooy. All approved.
IV. Public Participation:
Abigail North and Mali Combs, from the North Baltimore Choral Department, came to ask permission from Council about holding a Christmas Caroling Night on Main Street on December 20th at 6:00pm. They will have hot chocolate and be collecting canned food.
Mr. Carles made a motion to allow the Christmas Caroling on December 20th. Mr. Van Mooy second the motion. All approved.
V. Letters and Communications:
Mayor Goldner received a Christmas Card from the Family of Bob Latta.
VI. Administrative Reports:
Finance Officer: 2018 Budget
2018 Wage Resolution
EMS Chief: no questions
Fire Chief: no questions
Police Chief: no questions
Utility Director: there will be a later motion
DPW Superintendent: no questions
Village Administrator:
#3) Working on syncing up the plan for the roadway reconstruction from the RR to Walnut.
#4) Waiting on Casey’s, everything on our end it ready to go.
#5) Restrooms and shelter houses are closed at the park. They will reopen in the Spring.
#6) Need people for committees. Tree Commission. Planning Commission. Zoning Board.
#7) Meals on Wheels. Anyone interested in helping? Great way to help out.
#8) WC recycling program changes- (handout)- ours is open every Saturday. Located at the Street Department.
#9) Proposed Motion: Recommendation to approve the hiring of Justin Ritter for full time Police Officer. Justin currently works as a part time officer for North Baltimore Police Department.

There were 4 qualified people internally…3 externally. All good candidates. Mr. Carles wanted to know if the staff it now back up to snuff? Almost there, we are covering all shifts.
Mr. Van Mooy made a motion to hire Justin Ritter per form F19a at $15.65/hr staring December 10th. Second by Mr. Patterson. All approved.
#10) Santa visit on December 6 at 6:00pm
#11) Holiday reception- December 19 at 6:00pm. Pizza Buffet.
Mr. Carles wanted to know if Ms. Murray was still looking for grants for the rest of the water line. Yes she is.
Clerk: I need all new members emails and addresses and copies electronically of all the Ordinances from the last meeting.
Appointed Legal counsel: highlighted information on Public Defenders Office; civil citations
Mayor: Taking orders for pizza for the next council meeting

Mr. Ryan Delaney delighted the crowd by showing up to Thank everyone and tell them what a Great Place this is.
Bonnie Knaggs recognized the Police Department for their help with an escapee.
