I. Pledge of Allegiance
Mayor Goldner called the meeting to order at 5:30 PM and led the Pledge of Allegiance.
II. Roll Call:

Mr. Aaron Patterson made a motion to excuse Mr. Carles. Second by Mr. Beegle.
III. Approval of the Agenda:
Add: Funding the Masons; SJS Adjustments; Purchase head gear for FD.
Motion by Mr. Art Patterson to approve the agenda as amended for tonight’s meeting. Second by Ms. Zeigler. All approved.
Approval of the Minutes
Motion by Mr. Aaron Patterson to approve the minutes of the November 6, 2018 meeting. Second by Mr. Beegle. All approved.
IV. Public Participation:
Roxie Emahiser- talked about a community Christmas tree. Mayor Goldner and Mr. Wickard have already discussed this and it is being taken care of.

Finance Officer: Letter from SJS. Need to change names on the Schwab account.
Mason’s funding for the recycling- we have the money to turn over to them.
Budget-meeting on December 3 at 4:00. This is a working session for committee.
Mr. Aaron Patterson made a motion to change the names to Melanie Lee, Mayor Janet Goldner and Clerk, Kathi Bucher. Second by Mr. Engard. All approved.
Motion made by Mr. Aaron Patterson to give the Mason’s the recycling money. Second by Ms. Zeigler. All approved with Mr. Art Patterson abstaining.
EMS Chief: no report due- EMS is not in the negative.
Fire Chief: Motion made by Mr. Art Patterson to allowing the Fire Chief to purchase head hear not to exceed $4,300.00. Second by Ms. Zeigler. All approved with Mr. Aaron Patterson voting no. Motion passed.
Proposed Motion: To hire Tyler Nagy as a full-time Police Officer per form F-19a at a rate of $15.65/hr.
Mr. Aaron Patterson made a motion to hire Tyler Nagy as a full-time Police Officer per form F-19a at a rate of $15.65/hr starting November 21, 2018.
Motion made by Mr. Aaron Patterson to make Chief Lafferty’s probation period of 6 months from the time of his appointment. Second by Mr. Art Patterson. All approved.
Discussion on how much dispatch is used. How many P/T active; who gets vacation; training; Chief will be out 3 weeks due to training, federal case. Our third shift is working alone, our pay is low. Please see that the firing range and funerals are not being used at the same time.

Appointed Legal counsel: Handed out a sick leave paper; ORC, change anyway
Mayor: Just reminder about the finance committee meeting.

Ms. Zeigler attended a 2018 Planning Zoning Workshop On November 16.
Public Safety (Mr. Art Patterson)
Sheriff dispatching services- hand out
Personnel, Policy and Ordinance Review (Mr. Carles)
Public Works (Mr. Aaron Patterson)
Proposed Motion: Mr. Aaron Patterson made a motion to add the Brush Policy to section IX.. Second by Mr. Engard. Would like three readings.
Paving projects. Look into paving roads and where the money will come from. There is money in the budget for this.
Motion by Mr. Aaron Patterson to give the Mayor the authority to enter into an agreement with Henry Township. (It would them be made into an Ordinance.) Mil and paving from the Bridge to Insley Road not to exceed $3,500.00 Second by Mr. Engard. Mr. Beegle voted no, all others yes. Motion passed.
Public Utilities (Mr. Engard)
Mr. Engard made a motion to advertise for a Full-time PU employee. Second by Mr. Beegle. All approved. Discussion of later creating and advertising for a PT PU person and PT PW. Would need job description, details, salary. They would split between the two departments.
