VILLAGE OF NORTH BALTIMORE COUNCIL MEETING – 04-04-17 – MINUTES
I. Pledge of Allegiance
Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.
II. Roll Call:

III. Approval of the Minutes:
Motion by Mr. Van Mooy to approve the minutes of the 03-21-17 meeting. Second by Ms. Emahiser. All approved.
IV. Public Participation:
Monica Gazarek from Wood County Job and Family Services/CRC. They have placed 73 pinwheels and a sign by the reservoir as a reminder of the 73 reports of child abuse in the 45872 area out of 894 reported in 2016 for Wood County. There will be an event on April 12, 2017 at the Courthouse from 11:30-1:30 with food, silent auction, raffles.
V. Letters and Communications:
Ms. Thompson received an email from a gentleman regarding an Ordinance violation on Tarr Street. Referred it to our VA.
VI. Administrative Reports:
Finance Officer: audit is finished will have a full report once it has been submitted to him
Estimates $180,000 billing; $42,500 Henry Twp. Looking at 3 options for the full time Chief position. Do have $50,000 in the budget. Chief Baer has offered services at $12,000. Mr. Carles was curious about losing money on the soft billing. Ms. Thompson was curious about a $5,000 cap and is there money being set aside for a new ambulance? What if the levy fails with Henry Twp, what is plan B? EMS had not missed a run and are running with 2 people. Mr. Van Mooy thinks it is best to wait to see if the Levy passes. Also, the 1099 tax payers haven’t paid, wait for that info to come in and then we will have a good picture of the future.

DPW Superintendent: no questions
3) Main Street Corridor- there were 2 breaks (Poe Rd & in front of the Limbo) , but the inconvenience was minimal
4) Job Creation CSP has submitted an application. Ordinance 2017-07 for its second reading tonight.
5) Mowers for street and park- one mower to be traded in this year- the rotation starts next year. Mowers to have around 300 hrs on them. One has 125hrs the other has 105 hrs.
Mr. Van Mooy made a motion that the VA move into a trade with Casey’s on the one mower. Second by Mr. Patterson. All approved.
6) Child abuse awareness month. Mention of the 73 pinwheels for the 73 reports in North Baltimore that were investigated in 2016. Ms. Gazarek presented during public participation.
7) New ADA playsets unveiled at the Village Park on March 31. This is from a Grant from 2015 and 2016 which came in last year after the season end. ($21,000)
8) New Employee hires per for F-19a at $10.50 per hour.
Proposed motion to hire Madison Kellog, Jared Baker, Crystal Henry, Mariah Waaland as Basic EMTS effective April 1, 2017 at $10.50 per hour.
Mr. Carles made the motion to hire the 4 names stated above per F-19a at $10.50/hr. Second by Mr. Van Mooy. All approved except Ms. Thompson who voted no.
9) Ballfields Kerfuffle- rumors-inaccuracies going around- the HS and town are working together to have them use the fields.
10) Zoning issues- several reports on potential violations. VA drives around checking out all calls. Keeps track and a letter sent if no change in 14 days could be referred to Mayor’s court.
Clerk: need to add Ordinance 2017-07 to readings
Appointed Legal counsel:
Issue of a cell tower mounted on a public telephone pole. Also touched on Public Immunity. Talked about proper people signing the proper forms.
