COUNCIL MEETING
December 19, 2017

MINUTES

I. Pledge of Allegiance
Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.

II. Roll Call:
This will be the last meeting for several members. Thank you for your service on council, we appreciate it.

III. Approval of the Minutes:
Motion by Mr. Van Mooy to approve the minutes of the December 5, 2017 meeting. Second by Mr. Rose. All approved.

IV. Public Participation:

V. Letters and Communications:

VI. Administrative Reports:

Finance Officer: submitted
Mr. Van Mooy wanted to know which Van was turned into Bates Recycling? Mr. Kirk, It was the 1978 van, an old unit from the EMS.

#3) Main Street Corridor- reconstruct the road at the same time the new curbs, sidewalks, catch basins, lighting and trash receptacles will be installed.

Mr. Van Mooy made a motion to recommend the VA add the reconstruction of the 100 block of N. Main Street to the Downtown Revitalization Project. Second by Ms. Thompson. All approved.

Proposed Motion: Recommendation to authorize the Village Administrator to add the reconstruction of the 100 block of North Main Street to the Downtown Revitalization Project Schedule for Fall of 2019.

#4) Neighborhood Revitalization Grant- there is an Ordinance tonight.

#5) Electric Provider Ordinance- George Walton spoke to council at the last COTW about franchise agreements for electric providers.

#6) Opportunity to Serve- We are still in need of members for Planning Commission and Zoing Board of Appeals.

#7) Holiday Reception for Council- December 19, 2017 at 6:00 pm.

#8) Storm Sewer Issue/Maple and Beecher- Slippery Elm tied their drainage to the village’s sewer line in 2016. This has created a flooding issue.

Mr. Van Mooy made a motion for the VA to contact an engineer to address the issue with the storm sewer off Maple Street. Second by Mr. Patterson. All approved.

Proposed Motion: Recommendation to authorize the Village Administrator to contact an engineer in order to address the issue with the storm sewer off Maple Street.

#9) Time Change for Meetings- a new meeting time for 2018 was discussed at COTW.

Mr. Carles made a motion to recommend the council time change to 5:30 starting in 2018 on a 6 month trial. Second by Mr. Rose. All approved.

Proposed Motion: Recommendation to change the council meeting time to 5:30pm beginning Tuesday January 2, 2017 on a 6 month trial basis.

EMS Past Chiefs Kevin Powell and Nelson Brumbaugh
EMS started in 1978 with an all-volunteer staff. (Bowers, Bretz, McMahan to name a few)

Mayor Goldner had Sally Powell come up and she read a Proclamation in memory of Kevin. Then she had Mary Brumbaugh come up and she read a Proclamation in memory of Nelson. Chief Walter had everyone go to the EMS bay where they unveiled the print on the back of the truck with the two Chiefs names. May they always be on call.

Ms. Goldner passed around a sign-up sheet for council inviting them to an up-coming Mayor’s dinner in January.

Mr. Van Mooy made a motion that ORDINANCE 2017-51 be read by number and title only for the first reading, suspend the rules, dispense with the second and third readings and declare an emergency. Second by Ms. Thompson. All approved.

ORDINANCE 2017- 51 AN ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO AN AGREEMENT WITH POGGEMEYER DESIGN GROUP FOR THE PURPOSE OF PROVIDING PROFESSIONAL DESIGN SERVICES AND DECLARING AN EMERGENCY TO PRESERVE PUBLIC SAFETY.

Mr. Van Mooy made a motion to adopt. Second by Ms. Thompson. All approved.

ORDINANCE 2017- 52 AN ORDINANCE AMENDING AND REWRITING IN THEIR ENTIRETY THE FRANCHISE AGREEMENTS SET FORTH IN ORDINANCE 04-95 AND ORDINANCE 08-37, GRANTING TO HANCOCK-WOOD ELECTRIC COOPERATIVE, INC., ITS SUCCESSORS AND ASSIGNS, THE RIGHT TO ACQUIRE, CONSTRUCT, MAINTAIN AND OPERATE IN THE STREETS, THOROUGHFARES, ALLEYS, BRIDGES AND PUBLIC PLACES OF THE VILLAGE OF NORTH BALTIMORE, STATE OF OHIO, AND ITS SUCCESSORS, LINES FOR THE DISTRIBUTION OF ELECTRIC ENERGY TO PARTS OF THE VILLAGE OF NORTH BALTIMORE AND THE INHABITANTS THEREOF FOR LIGHT, HEAT, POWER AND OTHER PURPOSES AND FOR THE TRANSMISSION OF THE SAME WITHIN, THROUGH AND ACROSS SAID VILLAGE OF NORTH BALTIMORE, STATE OF OHIO SUBJECT TO AND IN COMPLIANCE WITH THE CERTIFIED TERRITORIES FOR ELECTRIC SUPPLIERS ACT (OHIO REVISED CODE SECTIONS 4933.81 TO 4933.90).

Ms. Thompson who has been on council for 12 years said she will miss this, it has been a lot of fun, a lot of decisions-not all good ones, but has tried to be true to do what was best for NB and stick to her philosophy. She will be moving to Florida where she and her husband will become residents.

Mayor Goldner thanked Mr. Van Mooy for his service as clerk and councilmember, Ms. Thompson for serving as councilmember, and Mr. Rose for his service on council. She read a little bio for each and handed them a key (not a real key, but they don’t know that) to the Village and told them they are always welcomed here.

XIII. Payment of the Bills
Ms. Thompson made a motion to put the bills totaling $ 156,654.05 on the Claims Ordinance. Second by Mr. Carles. All approved.
