May 15, 2018
5:30 PM
MINUTES

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 5:30.

II. Roll Call:

Mayor Janet Goldner-Here Mr. Beegle- absent, Ty Carles-Here, Mr. Engard- Here, Mr. Aaron Patterson- Here, Art Patterson -Here, Ms. Zeigler-Here, Student Representative- Dalton Teaford-Here, Clerk Kathi Bucher- Here

Mr. Carles made the motion to excuse Mr. Beegle. Second by Ms. Zeigler. All approved.

III. Approval of the Minutes:

Mr. Aaron Patterson made a motion to approve the minutes of the 5-1-18 regular meeting. Second by Mr. Engard. All approved.

IV. Public Participation: (5min limit)
Don Seiler- upset when the hydrant gets flushed, it floods his field. Do not pump the water on my property. There is a catch basin near right there they can pump to. Not the first time this has happened. Wants an agreement tonight they will use a hose and pump it to the catch basin. No more excuses. Mr. Roberts said he will put a note on the hydrant list to use a hose when flushing this outside of town hydrant.

V. Letters and Communications:
Mr. Engard said he heard some complaints that the cemetery wasn’t mowed for Mother’s Day. Mr. Aaron Patterson mentioned last week there were complaints about the town mowing and now this. Mr. Carles said they should adequate equipment to get the job done.

Resident Mr. VanHorn had a tree removed and send a thank you letter.

VI. Administrative Reports:

Finance Officer-couldn’t get into Chris’s stuff; new password, working on it; Mr. Carles had a question about a cost for a sink repair.

No reports dues
EMS Chief: the new ambulance is out getting new stripes, will be here on Sat.
Fire Chief: No questions
Police Chief: No questions
Utility Director: No questions
DPW Superintendent: there are items that shouldn’t even get to the VA. Ex: exposed concrete Mulch is coming; can the date be moved up? Pay then get reimbursed.

GOST/Safety Day Street Closure-
Mr. Aaron Patterson made a motion to close some of the streets for Safety Day and GOST. Second by Ms. Zeigler. All approved. (Street closures can be inquired about at the Village office)

Village Administrator:
3) NRG- Council passes an Ordinance (2018-12) to apply for the grant at a special meeting. $452,000
4) CDBG application- applied for a grant to purchase a new police cruiser. (SUV) Our cost $8,564.
5)AEP request-Ms. Murray received an offer and will go back with a counter offer
6) FO- received 16 applications. Interviewing 5.
7)CSP Zoning-the Northern piece is wrong-Ordinance 2018-11 takes care of this. It had been like this for 40 years. Notice of a PUBLIC Hearing on June 5, 2018 at 5:00 pm. in the Village Hall.
8)Henry Twp. paving request- COTW, get numbers, etc…
9)WCPG-Ordinance 2018-15 first reading tonight for park improvements
10)Council Mtg Time Change-the six month trial is over, now it is time to change the official time to 5:30 pm. Ordinance 2018-16

Clerk- Weed notices to start this month; Now that there is no NB News, where do we post the Ordinances and Resolutions? Need 5 places. Post: NB Village, NB Library, NB Post Office, NB Police Station, and “to be determined”. Needs posted within 15 days.

Appointed Legal counsel: Opioid Meeting- New program ARC

Mayor: Looked into the cat issue; Feral, also known as colonies- booklet from the Humane Society. There are some nontoxic items out there to help keep the cats out of your yard. Please spay and neuter your animals. Public Safety Day is May 19.

Standing Committees: (5 min limit)

Economic and Community Development (Ms. Zeigler)
There was an Opioid Meeting held- the attendance was light- it is a huge issue. There are more meetings around, everyone should one.

Public Safety (Mr. Art Patterson)
Public Safety Day- May 19 from 10-2. Dinner from 4-6.

Personnel, Policy and Ordinance Review (Mr. Carles)
Looked at a lot of policy’s last meeting; annex agreement, purchasing policy
Without Chris, Ms. Murray can step in. The Village employees work together for all spending. Mayor does have some spending rights. Mr. Patterson just wants to make sure we are following procedures due to this “body” changing all the time.

Public Works (Mr. Aaron Patterson)
Wednesday, May 22 at 5 is a meeting; brush policy; training room of fire department.

Public Utilities (Mr. Engard)
Flushing hydrants

Finance and Technology (Mr. Beegle)

VII. New Legislation, Resolutions, Motions or Business

Mr. Aaron Patterson made a motion that ORDINANCE 2018-15 be read by number and title only for its first reading. Second by Mr. Engard.

ORDINANCE 2018-15 AN ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR TO SUBMIT AN APPLICATION TO THE WOOD COUNTY LOCAL PARK IMPROVEMENT GRANT PROGRAM ON BEHALF OF THE VILLAGE OF NORTH BALTIMORE, OHIO FOR THE 2019 PROGRAM YEAR AND TO DECLARE AN EMERGENCY TO EXIST.

Mr. Carles made a motion that ORDINANCE 2018-16 be read by number and title only for its first reading. Second by Ms. Zeigler.

VIII. Second Reading of Ordinances and Resolutions

Mr. Carles made a motion that ORDINANCE 2018-11 be read by number and title only for its second reading. Second by Ms. Zeigler.

ORDINANCE 2018-11 AN ORDINANCE AMENDING THE ZONING DISTRICT MAP BY CHANGING THE ZONING CLASSIFICATION OF PARCEL # F23-310-360119001000, FROM R-2 MEDIUM DENSITY RESIDENTIAL TO M-2 GENERAL INDUSTRIAL DISTRICT

IX. Third Reading of Ordinances and Resolutions
None

XI. Other New Business
Dalton Teaford asked council if he could stay on over the summer. He asked for a motion.

Mr. Aaron Patterson made a motion that Dalton Teaford remain on council for the summer. Second by Mr. Carles. All approved.

XII. Other Old Business
Nothing

XIII. Payment of the Bills
Mr. Carles made a motion to put the bills totaling $185,432.27 on the claims ordinance. Second by Mr. Aaron Patterson. All approved.

XIV. Adjournment
Ms. Zeigler made a motion to adjourn at 6:33 PM. Second by
