COUNCIL MEETING
May 17, 2016

MINUTES

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.

II. Roll Call:

Mayor Janet Goldner-Here, Matt Archer- Here, Ty Carles-Here, Art Patterson -Here, Rich Rose-Here, Leslee Thompson- Here, Richard Van Mooy-Here, Student Representative Conner Law- Here, Cassidy Hiser- Here

Ms. Murray and Mr. Marcin to be late. Excused by Mayor. All approved.

III. Approval of the Minutes:

Motion by Mr. Rose to approve the minutes of the May 3, 2016 meeting with correction. Second by Mr. Van Mooy. All approved.

IV. Public Participation:
None

V. Letters and Communications:
–Letter of resignation with regret was received by Ms. Goldner from Mr. Archer in effect after tonight’s meeting.

Motion made to accept resignation with regret by Mr. Carles, Second by Mr. Rose with effective date at meetings end. All approved.

Ms. Thompson asked if EMS is making money, Mr. Kirk replied they are.

Village Administrator:
Mr. Van Mooy filled in

Recommendation to purchase 2 mowers for the street department from Casey’s.

Motion to purchase two mowers on a two year buy/trade in plan made by Mr. Van Mooy. Second by Mr. Carles. Rose, Thompson voted No. Everyone else voted Yes, passed 4-2.

Appointed Legal counsel:
No report

Mayor: Mayor Goldner gave an overview of the upcoming Safety Day on 5-21-
16.
Public Safety Day
Mr. Van Moony made a motion to close Main Street from Broadway to Walnut from 7:00 am until 5 pm on May 21, 2016 for Public Safety Day. Second by Mr. Carles. All approved.

VII. Standing Committees:

Economic and Community Development (Ms Thompson)
No report

Public Safety (Mr. Patterson)

Recommendation to allow Fire Chief to apply for AFG grant with the Village share at 10% for communication of Marcs radios.

Motion made by Mr. Patterson. Second by Mr. Van Mooy. All approved.

Mr. Patterson made a recommendation to increase the EMS Chief’s salary, $5,000, to match the Fire Chief’s salary.

Motion made by Mr. Carles. Second by Mr. Van Mooy. Ms. Thompson voted no. All remaining members voted yes. Passed 5-1.

Mr. Van Mooy made a motion to add Resolution 02-2016 to the readings under VIII. Mr. Patterson second. All approved.

Personnel, Policy and Ordinance Review (Mr. Rose)

Public Works (Mr. Carles)
Recommendation for Village Administrator to apply for CDBG grant to improve our Park and update our ADA compliant status at no start-up cost to the Village.

Motion made by Mr. Carles. Second by Mr. Rose. All approved.

VIII. New Legislation, Resolutions, Motions or Business

Ms. Thompson made a motion that Ordinance 2016-15 be read by name and title only for the first reading. Second by Mr. Patterson.

Ms. Thompson made a motion that Ordinance 2016-16 be read by name and title only for the first reading. Second by Mr. Patterson.

Mr. Van Mooy made a motion that Resolution 02-2016 be read by number and title only for the first reading, dispense with the second and third readings, suspend the rules and declare an emergency. Second by Mr. Patterson.

Mr. Van Mooy made a motion to adopt Resolution 02-2016. Second by Ms. Thompson. All approved.

IX. Second Reading of Ordinances and Resolutions

Motion made by Mrs. Thompson to read Ordinance 2016-13 by number and title. Second by Mr. Patterson.

NORTH BALTIMORE PERSONNEL POLICY AND PROCEDURE HANDBOOK
X. Third Reading of Ordinances and Resolutions

Motion made by Mrs. Thompson to read Ordinance 2016-12 by number and title. Second by Mr. Patterson.

Ms. Thompson made a motion to adopt Ordinance 2016-12. Second by Mr. Patterson. All approved.
XI. Other New Business

Congrats to Ms.Hiser and Mr. Law for being chosen as honor guards for graduation. Tonight is their last meeting with us. Best of luck to them.
