COUNCIL MEETING
May 2, 2017

MINUTES

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.

II. Roll Call:

Mayor Janet Goldner-Here, Ty Carles-Here, Holly Emahiser- Here, Art Patterson -Here, Rich Rose-Here, Leslee Thompson- ab, Richard Van Mooy-Here, Student Representative Noah Pelton- Here, Clerk Kathi Bucher- Here

Mr. Rose made a motion to excuse Ms. Thompson. Second by Ms. Emahiser.
All approved.

IV. Approval of the Minutes:

Motion by Mr. Rose too approve the minutes as amended (add Ms. Thompson as acting President) of the April 18, 2017 meeting. Second by Mr. Patterson. All approved.

V. Public Participation:
Bonnie Knaggs- I have lots of questions/comments.
-Arbor Day was a great event at Powell Elementary.
-The cemetery needs a lot of attention.
-Will there be a cleanup day?
-What is to be done with the old football field? Who owns it? Village or School? Needs to be looked into.
-The clock out front, what is going on with that? Rotary owns it- waiting on the downtown renovations.
-Checked on the board of elections and see there is only one of you going to run next time. There are 4 people Art Patterson, Aaron Patterson, Matt Beagle, Tim Engard. A write in doesn’t stand much of a chance.
-Are they going to blacktop where they dug up the street? Yes
-Continue to do a good job.

#3 Main Street Corridor- The bacteria samples were sent out and came back fine. Tied the businesses into the service line the week of April 17. Very upset and phone calls have been made as to the way Buckeye left the town streets. There was a May 1 deadline. Restoration of the pavement and sidewalk should be taking place soon.
#4 WC Park Grant- Ms. Murray attended the April 27, 2017 meeting and obtained the necessary paperwork for the grant. We need 3 proposed projects with varying costs. Due August 19, 2017.

#6 Arbor Day- success
#7 Tree City USA- for 22 years we have obtained the Tree City USA designation for our efforts. First time ever, we were recognized with a Tree City USA Growth Award for our higher levels of tree care. Mayor Goldner will accept the award on May 3, 2017 in Lakeside, Ohio.
#8 Assistant Police Chief-
Proposed motion to hire Officer Mike Meyer as the Assistant Police Chief for the village at a pay rate of $19.00 per hour. Council felt they needed more information so tabled this until COTW.
#9 Golf Cart Ordinance COTW
#10 Advertise for Openings in Water and Sewer-
Proposed motion to authorize the VA to advertise for open positions in the water/sewer department.

Mr. Van Mooy made a motion to have the Village Administrator advertise for new openings in the Village. Second by Mr. Patterson. All Approved.

Ms. Thompson wanted to go back to Mr. Kirk. Asking about the auxiliary fund. Where does the money come from? The vending machine. (revenue $1,500) 2015- no uniforms were purchased. 2016 (rev. $1,600) $200 was spend on uniforms. Mixing with the fire and police. Talk about the 501C3 account the Fire Dept. has. And having a 99N. Ms. Thompson and Mr. Van Mooy both were very upset to find out about the fundraiser they are having from an outside source.

Clerk:
Received a letter from the Ohio Division of Liquor Control for The Dollar General Store located on Deshler Road requesting a new liquor license. Need to check with the Chief of Police if any issues. If none, Mr. Van Mooy made a motion not to request a hearing with the Ohio Division of Liquor Control on the Dollar General Stores application for a new liquor permit pending satisfactory background check in the opinion of the Police Chief. Second by Mr. Patterson. All approved.

Appointed Legal counsel: nothing

Mayor: Arbor Day went well and was a great success with a presentation at Powell Elementary with 300+ staff and students in attendance.
No updates on the CPS tax info passed at a previous meeting.

VI. Second Reading of Ordinances and Resolutions

Mr. Van Mooy made the motion to read RESOLUTION 05-2017 by number and title only for its second reading. Second by Mr. Patterson. All Approved.

RESOLUTION 05-2017 AUTHORIZING THE MAYOR OF THE VILLAGE OF NORTH BALTIMORE, OHIO (“VILLAGE”) TO ENTER INTO AN AGREEMENT ON BEHALF OF THE VILLAGE WITH JOEL M. KUHLMAN, A MEMBER OF HAMMER & KUHLMAN LAW OFFICES, PURSUANT TO OHIO REVISED CODE 733.48 TOO AT AS SOLICITOR ON BEHALF OF THE VILLAGE

Mr. Van Mooy made a motion to read ORDINANCE 2017-10 be read by number and title only, for its second reading suspend the rules, dispense with the third reading and declare an emergency. Second by Mr. Patterson. Motion passed with Ms. Thompson voting no.

Mr. Van Mooy made a motion to adopt. Second by Mr. Patterson. Motion passed with Ms. Thompson voting no.

Mr. Van Mooy made a motion that Ordinance 2017-11 be read by number and title only by the mayor for its second reading. Second by Mr. Patteron.

Mr. Carles made a motion that Ordinance 2017-09 be read for its third reading by number and title only. Second by Mr. Patterson.
