COUNCIL MEETING
November 1, 2016

MINUTES

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.

II. Roll Call:

Mayor Janet Goldner-Here, Ty Carles-Here, Holly Emahiser- Here Art Patterson -Here, Rich Rose-Here, Leslee Thompson- Ab., Richard Van Mooy-Here, Student Representative Noah Pelton- Here

Mr. Carles made a motion to excuse Ms. Thompson. Second by Mr. Rose.
All approved.

Mr. Rose made the motion to appoint Mr. Van Mooy as President in place of Ms. Thompson. Mr. Carles second the motion. All approved.

III. Approval of the Minutes:

Motion by Mr. Van Mooy to approve the minutes of the Oct. 18, 2016 meeting with corrections. Second by Mr. Patterson . All approved.

V. Letters and Communications: none

VI. Administrative Reports:

Finance Officer:
The Village has surpassed the 50 PT/FT employee which now makes us a large group employer. We are now required to offer health insurance to any employee who averages 30+hours per week. This will increase our cost. Looking into new healthcare quotes. Could change plans or employee cost.

Mr. Kirk asked for a motion to accept the pay scale.
Mr.Rose made the motion to accept the pay scale. Second by Ms. Emahiser. All approved.

#8 Need to add on the agenda RESOLUTION 06-2016. Will do that at 1st readings.

EMS Chief: nothing

Fire Chief:
Chief Francisco made the recommendation to hire Chris Snyder as a volunteer for the fire department.

Mr. Patterson made the motion to hire Chris Snyder per form F19a as a Volunteer for the Fire Department. Second by Mr. Rose. All approved.

Police Chief:
Chief Baer made the recommendation to hire Alexandra (Alex) Johnson as per form F-19a as a P/T dispatcher at $8.10 per hour.

Mr. Patterson made the motion to hire Alexandra Johnson per form F-19a as a P/T dispatcher. Second by Mr. Carles. All approved.

Utility Director:
Is the Headworks project done? Almost. Ms. Murray will have more on that.

DPW Superintendent:
Question was asked by Ms. Emahiser if where the roads intersect, will they be sealed? Ms. Murray told her yes.

Discussion on the durapatcher- how many hours? Will look into this more at COTW.

Village Administrator:
#3- Ribbon cutting on Friday. Electrical is done and will sign off on completion on Monday, November 7 at 11 am.
#11 Main Street Corridor- Opening bids on November 11, 2016 at noon.
#5 Leaf bags are available to residents. First 10 are free. These need to be curbside in front of your house for pick up. ONLY LEAVES.
#6 Thank you to all of those who helped. Chris Snyder, Danielle Engard, Brenda Stimmel, NB Library Staff, NB Fire Division and The Van Mooys.
#7 AMPLEX- installation has begun on the water tower on Grant Road. Should get free service to Village with new tower.
#8 Communication tower. Is one schedule for a November completion.
#10 Solicitors Permit Ordinance- on hold. A paper was passed out with the new and the old information. 709.01. Want to make sure there are certain groups who are exempt from the cost. Ex. Churches, school…. Rick wanted to know approximately how many solicitors come to NB. 10-15 according to Chief Baer. Talk more about this at COTW.
#11 Search for Legal Counsel. RFQ- “this is a contractual position” needed added. Applications by November 30th. Hoping to have someone to appoint at first meeting in December.
#12 After the meeting we will go present to Jackson Township our presentation of our EMS proposal.
#14 Shannon Fisher, Department of Jobs and Family Services. Hotline: M-F 8-4 CRC is helping out now by taking their calls. She talked about some of the services they provide. Call 5 days in advance. There is a screening process and can only do billable services. They do curb to curb, use black/white transportation. Care attendance may ride for free. Can transport people with wheelchairs and walkers.

Appointed Legal counsel: nothing

Mayor: Monday, November 14, 2016 at 6:00 PM we are hosting the Mayor’s Dinner at the Legion.

Mr. Rose made reference that 7.5 hrs had been used on the chipper- which is good.

Public Works (Mr. Carles)
Mr. Carles mentioned there are several full trees down. Would like to talk about this at COTW. Feels our roads need attention over the brush.

Public Utilities (Mr. Van Mooy)
Nothing

Finance and Technology (Ms. Emahiser)

VIII. New Legislation, Resolutions, Motions or Business

Mr. Van Mooy made the motion at add RESOLUTION 06-2016 to the first readings. Second by Mr. Patterson. All approved.

Mr. Carles made the motion that ORDINANCE 2016-40 be read by number and title only for the first reading. Second by Mr. Rose.

Mr. Rose made a motion that ORDINANCE 2016-41 be read by number and title only for the first reading, dispense with the second and third readings, suspend the rules and declare an emergency. Second by Mr. Patterson. All approved.

Mr. Rose made a motion to adopt. Second by Mr. Patterson. All approved.
Mr. Carles made a motion that ORDINANCE 2016-42 be read by number and title only for the first reading, dispense with the second and third readings, suspend the rules and declare an emergency. Second by Ms. Emahiser. All approved.

Mr. Patterson made a motion to adopt. Second by Ms. Emahiser. All approved.
