November 21, 2017

MINUTES

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.

II. Roll Call:

Mayor Janet Goldner-Here, Ty Carles-Here, Art Patterson -Here, Rich Rose-Here, Leslee Thompson- Here, Richard Van Mooy-Here, Student Representative Dalton Teaford- Here, Clerk Kathi Bucher- Absent… Ryder and Bucher excused by the mayor.

III. Approval of the Minutes:

Motion by Mr. Patterson to approve the minutes of the November 7, 2017 meeting. Second by Mr. Rose. All approved.

IV. Public Participation:
None

V. Letters and Communications:
None

VI. Executive Session

Ms. Thompson made a motion to enter into executive session at 7:04 PM for 121.22 G1 to consider the appointment, employment, dismissal, promotion, demotion or compensation of a public employee. Second by Mr. Rose. All approved

Return to Regular Session

Mr. Carles made a motion to return to regular session at 7:21 PM. Second by Mr. Patterson. All approved

VII. Filling of the vacancy of council caused by the resignation of Holly Emahiser- Ryder from council that was effective 11-14-17. The appointment is to fill the unexpired term of Holly Emahiser-Ryder ending 12-31-19. Two citizens have expressed interest and met the deadline for the application process. They are Leisa Zeigler and Charlotte Powell.

A. Nominations: Council members may nominate one or both of the candidates for the position.
Council member Ms. Thompson nominates Leisa Zeigler to fill the vacancy. Second by Mr. Carles.

Council member Mr. Van Mooy nominates Charlotte Powell to fill the vacancy. Second by Mr. Patterson.

B. The Vote: The first candidate who receives a majority vote shall be selected to fill the position.

VII. Oath of Office for Council Member- Madam Mayor Goldner administered the oath of office to Leisa Zeigler.

Mr. Carles and Mr. Rose brought up flooding concerns on Broadway and Water Street.

Main Street was completed on Friday morning. Thanks to all our citizens and businesses for their understanding.

Appointed Legal counsel: Mr. Kuhlman explained some recommendations for changing the council rules.

Ms. Thompson made a motion that ORDINANCE 2017-48 be read by number and title only, suspend the rules, dispense with the second and third readings and declare an emergency. Second by Mr. Patterson. All approved.
