MINUTES
Pledge of Allegiance
Mayor Goldner called the meeting to order at 5:30 PM and led the Pledge of Allegiance.
Roll Call:

Mr. Carles made a motion to excuse Mr. Art Patterson. Second by Mr. Beegle. All approved.
Approval of the Minutes:
Mr. Aaron Patterson made a motion to approved the minutes from September 17, 2019. Second by Mr. Carles. All approved.
Public Participation:
Ned Sponsler- praised the Police Department on the B/E that happened at their house. Caught the person and he is in jail. Thank you.
Letters and Communications:
Mr. Aaron Patterson followed up with the catch basin issue on Cherry Street.
Administrative Reports:
Finance Officer: new clerk, Paula Steen, is working out. Ms. Dick was able to take some vacation time and the clerk did great. She is working with Mr. Roberts on learning the leak items
-We got a refund from BWC investments. They are doing well.
-Working on cutting back on all the appropriation accounts. Simplify it.
-Wage recommendations are being worked on along with medical and insurance renewals. Mr. Carles was wondering if costs were up? No numbers yet.
Mr. Aaron Patterson questioned the expense of brakes for the police cruiser. Making sure we are shopping around.

DPW Superintendent: no report was submitted. Mr. Brillhart to look into it. He will get the report and email it to everyone. Mr. Carles was concerned about some dirt that has been moved and now water is laying there. Will look into it.
At this time the Mayor allowed Mr. David Meggitt to speak as he was late for Public Participation. His son was going to work today at 5:30 am and hit a catch basin with his vehicle. There was some damage to the vehicle and he would like to know where to send the bill. (catch basin-310 N Third Street area). There was a police report made on the incident. There is now a barrel over basin. It had been reported and Mr. Wickard went down and looked at it, jumped on it and it didn’t move.
Village Administrator: DRP- on schedule. Completed by the end of the month. Still concerns about the location of the ADA buttons. NRG- engineer will meet with the VC on October 8th. (discuss details and get feedback) OPWC-design engineer selection has begun; firm recommended end of Oct/beginning of Nov. Construction to begin summer of 2020. BULK water sale, Mr. Kuhlman added a section. (add to COTW discussion) WCEO-drainage engineer is working with us on the issue of drainage along the CSX rail right-of-way. Communicating with Wendy Jourdan, Deputy Executive Director with the Ohio Rail Development Commission.
Clerk: nothing
Appointed Legal counsel: still working on the bridge ownership items; planning on going to a meeting at the county; read their past minutes.
Mayor: New hire per form F19-a, Alexandra Newell as P/T dispatcher at $11.00/hour; less than 30 hrs a week to start Oct. 2. Mr. Carles made a motion to hire Ms. Newell per the information stated above. Second by Mr. Beegle. All approved.
North Point had an article on North Baltimore.

COTW- contract with Todd Dickerson is expiring in December

Mr. Carles made a motion to read Ordinance 2019-33 by number and title only for its first reading. Second by Ms. Zeigler.

ORDINANCE 2019 – 33 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE PUBLIC DEFENDER COMMISSION OF WOOD COUNTY, OHIO
We haven’t paid in the past few years; flat rate $100.00. Mr. Brillhart called to see how many have used this, he said one has. Good to have this in place.

Mr. Carles made a motion to read Ordinance 2019-28 by number and title only for its third reading. Second by Ms. Zeigler.

ORDINANCE 2019 – 28 AN ORDINANCE AMENDING SECTION 913.03(j) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF NORTH BALTIMORE TO ESTABLISH CONDITIONS FOR THE ALLOWANCE OF ADJUSTMENTS TO THE WATER BILL IN CONSIDERATION OF WATER LEAKAGE
Mr. Aaron Patterson has some concerns about this Ordinance. Is it for leakage or on line pay? There are two different things combined here. Needs looked at.
Mr. Aaron Patterson made a motion to table Ordinance 2019-28. Second by Mr. Carles. All approved. (When ready, only need to adopt)
Other New Business
Request Permission to Advertise for Bids – Request permission to advertise for bids regarding the potential sale of municipal property owned by the Village of North Baltimore, in accordance with Ohio Revised Code Section 721.03, for the following 2 parcels:
100 N. Third Street – parcel# F23-310-350102010000; vacant
116 S. Beecher Street – parcel# F23-310-350213056000; vacant
Mr. Aaron Patterson made a motion to advertise for bids for the village property. Second by Ms. Zeigler. All approved.

Mr. Aaron Patterson made a motion to pay the bills totaling $111.859.07. Second by Mr. Carles. All approved.
Mr. Aaron Patterson made a motion to move into executive session at 6:38 pm for G1212.2 section 3. Second by Mr. Carles. All approved.
