COUNCIL MEETING
September 4, 2018

MINUTES

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 5:30 PM and led the Pledge of Allegiance.

II. Roll Call:

Mayor Janet Goldner-Here, Matt Beegle- Here, Ty Carles-Here, – Here, Tim Engard -Here, Aaron Patterson-Here, Art Patterson- Here, Leisa Zeigler-Here, Clerk Kathi Bucher- Here
We were awarded the $500,000.00 Grant!!!!

III. Approval of the Minutes:

Motion by Mr. Carles to approve the minutes of the August 7 meeting. Second by Ms. Zeigler. All approved.

IV. Public Participation:
Gerald Pestana and Tiffany Underwood expressed support for Officer Lafferty to become the next Chief of Police.

Todd Dickerson- Ec/Dev for the Blackswamp Development, Sylvania, Ohio. Present to introduce himself and let council know about his services he can offer NB. Mr. Aaron Patterson said he would like to see us move into the right direction over the next 5 years. He mentioned he would like to get to know him better before entering into an agreement with him. Mr. Beegle was interested to know who he had worked with. Waterville, Monroe County. VA, Mayor and Economic/Comm Development (Zeigler) to set up a meeting with him.

V. Letters and Communications:

VI. Administrative Reports:

Finance Officer: hand out-we are about where we were last year. Council had questions about the 1% tax.

EMS Chief: no questions

Fire Chief: no questions

Police Chief: no questions

Utility Director: Mr. Beegle concerned about titles. Wants everything to be consistent.

Mr. Beegle made a motion to change Public Utilities Superintendent, 21 to Public Utilities Director, 21. Second by Mr. Engard. All approved.

Mr. Aaron Patterson made a motion to delete PUS change to PUD. Second by Mr. Engard. All Approved.

Mr. Aaron Patterson made a motion PUD to spend $3200 (not to exceed this amount) for purchase of roll off liners for sludge removal. Second by Mr. Engard. All approved.

DPW Superintendent: no questions

Village Administrator:
3) Police Cruiser- the village has moved forward with outfitting the pick-up truck
4) Police Chief Opening-Only one by close of business on Aug. 31.
5) SRO- Ordinance 2018-21- school pays for half/village pays half
6) Delete Ordinance 2018-40. Already exist.
7) Street Inventory- to be discussed at COTW
8) Bill Pay Option- met with Mark Morgan from Infintech. Looking for more information.
9) Night Drop Box- Do not place cash in the box. Dispatch will take the payment in a sealed envelope.
10) Computer updates- upgrades are coming, $11,500. All needed items have been ordered
11)CRA- Ordinance 2018-23 has its final reading so the VA can pursue this program.
12) Eco Development-Mr. Todd Dickerson has a wealth of information to share with us.
13) Open Items list- enclosed
14) Cameras- still working on this. Would like 3 estimates
15) Ordinances 41 appropriate money for electric. Ord 42 appropriate money for mulch. Not wanting the vendor to wait much longer.

Ordinances 2018-43 and 44 added.

Clerk: nothing

Appointed Legal counsel: who can be present during the interviews; all council
-council and sit and watch- no interaction
-interact only during executive session

Mayor: on September 13 interviews will be conducted for Chief of Police.

Golf outing on September 21; deadline to sign up September 14.

Public Works (Mr. Aaron Patterson)
Allyson, Doug, Josh all met about brush

Public Utilities (Mr. Engard)
Issues about Mr. Roberts not getting vacation. We have a guy almost at a 2 who would be able to cover.

Finance and Technology (Mr. Beegle)
Improve on communication. Would like to see a Public Safety Director/Safety Service Director in the village at $30,000.00. Mr. Kuhlman mentioned can’t take away the duty of the mayor. Need to look at Ohio Revised code.
