COUNCIL MEETING
April 19, 2016

MINUTES

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.

II. Roll Call:

Art Patterson-Here, Rich Rose-Here, Leslee Thompson- Here, Richard Van Mooy-Here, Student Representatives Conner Law- Here, Cassidy Hiser- Absent

Ms. Thompson made a motion to excuse Ms. Hiser. Second by Mr. Patterson. All approved.

III. Approval of the Minutes:

Motion by Ms. Thompson to approve the minutes of the April 5, 2016 meeting. Second by Mr. Rose. All approved.

IV. Public Participation:
Malcom Cameron addressed council on his concerns (and others concerns) about the curbs, sidewalks and streets of North Baltimore. Village Administrator Allyson Murray explained about the 4 phase plan that is in place. Council assured him there was a plan in place and they are taking action. He also had concerns that his taxes to the town were not being taken out of his paycheck. Why. He presented council with a check of $5.00 to help fund the streets of NB.

VI. Administrative Reports:

Finance Officer: report submitted.
Mr. Kirk urged council to pass Ordinance 2016-10 as an emergency to be addressed later in the meeting.

Village Administrator:
Roof work to begin the week of April 25 or May 2

Motion by Mr.Van Mooy to approve appropriations of an additional $10,000 to the Headworks Project to complete the gas line with Chet Marcin to take action to collect the $10,000 from the Gas Company. Second by Mr. Carles. All approved.

Motion by Mr. Patterson to hire Alex Niese as a full-time police officer according to form F19a with conditional employment offer based on successfully passing the medical screen mandated by Ohio Police and Fire Board. Second by Mr. Van Mooy. All approved.

Motion by Mr. Van Mooy to seek bids/quotes regarding the lime sludge removal at the sewer plant. Second by Mr. Rose. All approved.

Mayor:
Announced Village Safety Day on May 21, 2016 from 9 to 5. Also a Harv’s Chicken BBQ from 4-7 hosted by the Giving Garden Committee

IX. Second Reading of Ordinances and Resolutions

Motion made by Ms. Thompson that Ordinance 2016-10 be read by number and title only for its second reading, suspend the rules, dispense with the third reading and declare an emergency. Second by Mr. Patterson. All approved.

Motion to adopt 2016-10 made by Ms. Thompson. Second by Mr. Patterson. All approved.

Ms. Thompson made a motion that Ordinance 2016-07 be read by number and title for the second reading. Second by Mr. Patterson.
