I. Pledge of Allegiance
Mayor Goldner called the meeting to order at 5:30 PM and led the Pledge of Allegiance.

Mr. Carles made a motion to excuse Mr. Art Patterson. Second by Ms. Zeigler. All approved.
III. Approval of the Minutes:
Motion by Mr. Aaron Patterson to approve the minutes of the February 20, 2018 meeting. Second by Mr. Beegle. All approved.
IV. Public Participation:
V. Letters and Communications:
Mr. Aaron Patterson said he was approached by a coach about the issue of being charged to use the Village ball fields. Mr. Aaron Patterson would like the Village to not charge for summer use.
Mr. Patterson made a motion to have the village cover the cost of the concession stand license. Second by Mr. Beegle. All approved.
Mr. Beegle is requesting an executive session to consider compensation of a public employee per 121.22 G1 before we adjourn tonight.
VI. Administrative Reports:
Finance Officer: submitted Mr. Kirk pointed out he changed the format of his report after talking with Mr. Beegle.
EMS Chief: looking into a grant for the Lucas Device; 2018 budget; cardiac unit
Fire Chief: no questions
Police Chief: There was talk about the letter Chief Baer had in the packet. Mr. Beegle still waiting on P/T employee’s hour sheet. Mr. Kirk got one for him. We are being forced to pay for insurance when it isn’t in the budget. Once they get more help, hours can stay down.
Utility Director: no questions
DPW Superintendent: spraying for mosquitos, who is doing this? We have three guys going to take the test. Have a quote for a new dump truck. It is down, the bed doesn’t work.
3) NRG- next meeting is March 13th at 7pm at Hancock Wood. Had a good response to the survey.
COTW next meeting is March 13th at 5:30 pm at Hancock Wood.
4) Water Tower- Ordinance 2018-01 is on for its third reading tonight. This is only for the design.
5) Street Sweeper- fund 821 brings in $64,000/yr. Street sweeping is mandated by the EPA. There is $75,000 in the 901 account for the sweeper. There is an Ordinance tonight.
6) PW Dump Truck- the bed is broken. There are 3 trucks and a mini dump truck. Can still use the one for plowing but nothing else. Planning for future trucks.
7) WC Mitigation Meetings- Thursday, March 22, 2018 at 1pm at the Village Hall.
8) Policy on tying into the Storm Sewer- PW and PPO committee have worked together to amend language in Chapters 925 and 935. Ordinances for changes are up for a second read.
9) Meeting for ball fields- An informational meeting was held on February 27, 2018.
10) Property donation- 5feet wide and runs the length of the property we already own. Ordinance 2018-08
11) Asset Management Plan- the EPA is requiring a plan in every municipality with public water. Proposed motion to work with Civil Engineering Solutions on the mandated Asset Management Plan for the Village of North Baltimore at a cost of no more than $18,000.
12) Scout House- contract the Scout house with the American Legion. This way the scouts are the only entity to use it. Ordinance 2018-05.
13) Economic and Community Development- will meet immediately following the council meeting.
14) Tree Commission- March 12, 2018 at 3:45 will be a meeting
15) ODOT outpost- just outside of NB. Construction to begin in May just outside of NB on South Dixie Hwy.
16) Rotary Wine Tasting- March 9, 2018 from 6-10 pm at the Depot.
17) Broadway and Mitchell Road repair- there is a huge hole. Getting repaired.

Mr. Carles mentioned hoods are missing at the round-a-bout
Public Utilities (Mr. Engard)
The question was asked how do we contact the public when there is an issue? There is a card put on the door. But this can fly away. Any other way to alert them? Isn’t the computer to detect problems? High bills lately. Ms. Murray said yes it does but only alerts to change not a constant.
Finance and Technology (Mr. Beegle)
New report to look at. EMS is in the negative. How is the billing done? (Great Lakes)- the December run volume was down. 44 billable in Jan. Some had no insurance. Some of it was Medicare.
Mr. Beegle suggested that we have a short issue board. He feels this would help drive the issues, everyone can see it, things aren’t forgotten. Maybe use the chalkboard.

Mr. Patterson asked if Chris Snyder had been replaced on his committees since he no longer lives in town. One yes. One no. Didn’t we just pay for him to become an Arborist? Yes, and he still works for us.
