School Board Report by Russell Bretz, Sr. – August 29

​New Ball Fields Underway At MS/HS – – – The regular meeting of the North Baltimore Local Board of Education was held on Tuesday, August 25, 2015 at 6:00pm in the MS/HS complex.
One of the highlights of the meeting was the announcement that the contract for the new baseball and softball fields had been tentatively awarded, pending Board approval.
It was also announced by Superintendent, Ryan Delaney that the sod for the new football field, which had been donated by Cygnet Turf, would be laid down on Saturday, August 29, 2015 by volunteers from the football team and other members of the staff and community.  The prep work for the football field was done by Casey’s who stripped the old surface and loosened the soil to receive the sod.  The work was partly completed on Saturday and will continue next week.
The Superintendent also announced that school had gotten off to a great start and that the new Chrome Books had been distributed to students in grades 1 – 7.
Superintendent’s Recommendations:
Approved a medical leave of absence to Scott Lockwood, Elementary Principal, using his accumulated sick leave days as needed for approximately six weeks beginning August 3, 2015.
Approved an Interim Administrative Contract to Pam Van Mooy, Interim Elementary Principal, at a daily rate of pay of $350 on an as needed basis/until Scott Lockwood is able to return.  This contract is retro-active to August 3, 2015.
Approved extended time days per the union agreement for the following employees for the 2015-16 on a per diem rate:
Mike Csortos ———Technology Coordinator – 22 days
Mike Kipplen ———Guidance Counselor – 25 days
Jacqueline Miller——Computer Science – 5 days
Charlotte Powell——Part-time Librarian – 8 days
Kathi Bucher———-Powell Administrative Assistant – 5 days
Approved the appropriate salary placement for certified staff completing educational hours the move them higher on the current salary schedule, pending official transcripts received by September 15, 2015.

Accepted the supplemental resignation from Charlotte Powell as 8th grade class advisor for the 2015-16 school year.
Accepted the supplemental resignation from Kevin Hopple as Head Jr Hi Football Coach for the 2015-16 school year.
Approved the following supplemental contracts for the 2015-16 school year at the appropriate step:

Approved an agreement for sports program services (trainers) with Mercy Health/St. Vincent Medical Center LLC on an as needed basis at $25 per hour for the 2015-16 school year.
Approved the following administrators as teacher evaluators for the 2015-16 school year.

Approved the Wood County Substitute List and all subsequent lists for the 2015-16 school year at $75 per day for teachers on an as needed basis and as approved by the Wood County Educational Service Center.
Approved the following classified substitutes for the 2015-16 school year at step 0 on an as needed basis.
Approved an agreement with Great Lakes Biomedical for drug and alcohol testing of students for the 2015-16 school year at an estimated cost of $6,000.
Approved a one year contract with Troutner & Schultz Photograply for the 2015-16 school year for sports and yearbook photographs as presented at no cost to the Board.
Approved Sue Garner as the District 504 Coordinator for the 2015-16 school year.
Approved Kara Parker, School Psychologist and Laura Warden, Special Services Director, as North Baltimore district representatives for special education services for the district for the 2015-16 school year at no additional cost to the Board.
Approved an agreement with the Wood County Juvenile Detention Center for services provided for students in the JDC/JRC Program on an as needed basis for $64 per day, Long-Term for the Residential Program for $64 per day and the Alternative School Program for $45 per day for 2015-16 school year.
Approved the 2015-16 school bus routes as established with necessary adjustments being made throughout the year.
Approved the North Baltimore Medical Office Doctors and Wood County Hospital Ready Works for bus driver and van certified driver physicals for the 2015-16 school
year.
Approved a resolution in conjunction with the Village of North Baltimore for the shared costs of a School Resource Officer at an estimated cost of $49,783.80 (half to be paid by the Board) beginning August 29, 2015 through August 29, 2016.
Approved an agreement with the Wood County Educational Service Center for services for the 2015-16 school year at an estimated cost of $833,868 (Idea Grant Funding $173,493 will pick up a portion of this amount).
Approved a five year agreement with the Village of North Baltimore for police and security protection for the North Baltimore Schools and events beginning August 1, 2015 through July 31, 2020 at an estimated cost based on previous years of $2,500 paid through the general fund. This contract will be renewed annually during the life fo the contract based on certification of funds.  Updated contract forthcoming from the village.
Approved a transfer of $316,372.52 from the General Fund 001 (TIF Dollars) to 004 LFI Building and Grounds Fund.
Approved the Revised Estimated Resources and Amended Appropriations as presented in Treasurer’s report.
Accepted the lowest and best bid from Maumee Bay Turf Company for the Sports Complex at the MS/HS building for softball and baseball fields at a cost of $918,500 as presented.
Approved a contract with Maumee Bay Turf Company for the Sports Complex at the MS/HS building for the softball and baseball fields at a cost of $918,500 to be paid from a combination of funds including 003 PL004 LFI Building and Grounds and 001 General Fund TIF Funds from CSX.
Approved a contract with the Wood County Educational Service Center for ATOD Services for 2 days per week at $6,968 for the 2015-16 school year.

The next regular meeting of the North Baltimore Local Board of Education will be held on Tuesday, September 22, 2015 at 6:00pm in the MS/HS Complex.

  1. I am concerned regarding there is only one street access to and from the ball fields. If there would be an incident where there would be an emergency… there needs to be an exit to Quarry Road or Dold Addiction or two exits to Rudolph Road.

  2. Reading about all of the work going on at the HS/MS sport fields, is there any discussion of some lighting on the drive on the west side and curve going to the back of the school? I personally think this is needed.
