I. Pledge of Allegiance
Acting Mayor (President )Matt Beegle called the meeting to order at 5:30 PM and led the Pledge of Allegiance.
II. Roll Call:

Mr. Aaron Patterson made a motion to excuse Ms. Goldner. Second by Mr. Carles. All approved.
Mr. Aaron Patterson made a motion to elect Mr. Engard as President Pro Tem. Second by Mr. Carles. All approved.
III. Approval of the Agenda:
Mr. Aaron Patterson made a motion to approve the agenda with the addition of Ordinance 2019-22. Second by Mr. Carles. All approved.
Approval of the Minutes:
Mr. Aaron Patterson made a motion to approve the minutes as amended. Changing Mr. Carles from absent to here. Second by Ms. Zeigler. All approved.
IV. Public Participation:
Mr. Sam Bretz- his property is flooding. Has lived there 47 years, has done it all this time. Doug to go look at the catch basin.
Letha McCartney- on Poe Road corner of George Street there is a lot that is overgrown. Residents use to cut it, but now are not. Weed notice to be sent.
-further discussion on weeds at COTW
Sharon Crouse- heard old Budd Company bought some lots, is this going to be a truck lot? Would it be re-zoned?
Bob McCartney- Richardson Street, across from the Storage lot there is an electrical box with a cord down to Harrison Street on the ground. It has been there since last summer. Cablevision? Mr. Brillhart will get a hold of the cable company.
Shirley Hutchison- curious if any news on her property situation yet. Letter to CSX and Mr. Brillhart to check into it further.
Martin Smith- owns property on Maple Street. It looks like there will be an issue with water on the sidewalks, catch basin, etc…. please relook at this situation. Has never had an issue before.

Finance Officer: The audit is going on. Looking for another person to take over the open position in the office. Looking at software. Hoping to get us on the right track and move forward. There has been some cross training.

-potholes on Gillette and Maple, what is being done? Using cold patch right now.
Village Administrator: 1. SRTS- underway 2. NRG- need to select an engineer 3. DRP- notices sent out about the 100 Block; Community meeting July 15 4. OPW- 200 Block, approved by the State, town has control over the project which will begin the summer of 2020 5. Dan Thornton has completed the bulk rate study at COTW 6. WCPD- projects have been prepared. 7. WCPD grant- we have purchased 6 new basketball goal systems(2extra)/existing court to be switched to pickle ball.
Mr. Engard wanted to know where we are with the cameras at the park. We are looking for someone to install them as we do have the funding.
What is the situation with the bridges? Mr. Kuhlman will be getting us an update.

Stormwater Management – Request to consider the installation of an 8 inch storm-water overflow line between two catch basins along E. Maple Street, east of Rudolph Road. This work would be undertaken in conjunction with the Maple Street sidewalk project currently underway as a storm-water management measure during heavy rain events along this section of Rudolph Road. A cost estimate has been provided by Smith Paving and is included in this package. The Village will be required to provide the 8 inch line

- Main Street from Water Street to Cherry Street
- Broadway Street from Tarr Street to Second Street
- State Street from Second Street to Main Street
Mr. Carles made a motion to close the streets for GOST. Second by Mr. Aaron Patterson. All approved.

Mr. Thornton gave an update about the water study. Where is it going? Who pays for it? Residential. Commercial. Finances. He had a handout with the information. Suggested this be done every year. The template is set up. It was suggested he keep Todd Dickerson informed.
