I. Pledge of Allegiance
Mayor Goldner called the meeting to order at 5:32 PM and led the Pledge of Allegiance.
II. Roll Call:

Mr. Carles made a motion to excuse Mr. Art Patterson and Mr. Aaron Patterson. Second by Mr. Beegle. All approved.
III. Approval of the Agenda:
Mr. Carles made a motion to approve the agenda as normal until further notice. Second by Ms. Zeigler. Mr. Beegle voted no. Mr. Carles, Mr. Engard and Ms Zeigler voted yes. Stays
Approval of the Minutes:
Mr. Carles made a motion to approve the minutes from July 2, 2019. Second by Mr. Beegle. All approved.
Mr. Carles made a motion to approve the special meeting minutes from July 16, 2019. Second by Mr. Beegle. All approved.
IV. Public Participation:
Shirley Hutchison was back wondering about her on going situation with CSX. Mr. Brillhart has met with her along with Rep. Ghanbari at Ms. Hutchison’s residence.

Administrative Reports:
Finance Officer: report submitted. Audit is finishing up. Had a great meeting with USDA. Getting the kinks worked out for bills/email/paying online. Renewal on the November 5 levy. (needs in by 4 on Aug. 7) Ready to hire a utility clerk.
Motion by Mr. Carles to hire Paula Steen as utility clerk with a start date of August 26, 2019 per form F-19a at a rate of $15.18/hr. Second by Ms. Zeigler. All approved.
Fire Chief:
Mr. Carles made a motion to hire Dakota Kimble per for F-19a, start date of August 16, 2019 at a rate of $12.00/run. Second by Mr. Beelge. All approved.
EMS Chief:
Mr. Beegle made a motion to hire Andrew Slembarski per form F-19a, start date upon approval at a rate of $10.61/hr. Second by Mr. Carles. All approved.
Police Chief: six-month probation period it up; raise. Question if it is 1% or 2%. Need some language to verify this.
Utility Director: no questions
DPW Superintendent: no questions
Village Administrator: SRTS-ODOT signed off, project done. DRP-scheduled to
Begin August 12; NRG-project to begin August or September; OPWC grant-bids in August, project to being 2020; Whole sale of bulk water being finalized; WCPD grant- applying for a pickle ball court; New basketball system to be completed in August.
Clerk: nothing
Appointed Legal counsel: Can do first readings tonight, but not enough members tonight to pass emergency readings and suspend the 2nd and 3rd reading.
Mayor: need several members Sunshine Law certificates for the audit. As president of chamber she wanted to inform council that they will no longer be renting the parking lot by the old railroad building and the old parking lot for Food Center. CSX has upped the rent from $150.00/lot to $650.00/lot. We have rented this for years, but no more.

Pool Ordinance- Mr. Kuhlman to look at this-local law, state law, what do they say? COTW-Mr. Bretz on Gillette has a situation with a catch basin-PW did go look at it. COTW, sinkhole in town, PW looked at that as well

Public Utilities (Mr. Aaron Patterson)
Some of the stone at the reservoir has been moved. According to Mr. Roberts, the grindings from the Main street is to be taken out there as well for the parking area.
Finance and Technology (Mrs. Zeigler)
Ms. Zeigler was interested in know more about the Samsung tablet that is listed on the bills. GIS. COTW- have a demonstration and explain how it is used.
