Village Council Minutes – April 5

VILLAGE OF NORTH BALTIMORE¬†COUNCIL MEETING –¬†April 5, 2016 –¬†MINUTES

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 6:59 PM and led the Pledge of Allegiance.

II. Roll Call:

Mayor Janet Goldner-Here, Matt Archer- Here, Ty Carles- Here, Art Patterson-Here, Rich Rose-Here, Leslee Thompson-Here, Rick Van Mooy-
Here, Clerk Kathi Bucher-Here, Student Representatives Conner Law and Cassidy Hiser absent

Mr. Rose made a motion to excuse the Student Reps Second by Mr. Carles
All approved.

III. Approval of the Minutes:

Motion was made by Ms. Thompson to approve the corrected minutes of the March 15, 2016 meeting. Second by Mr. Patterson. All approved.

IV. Public Participation:
None

V. Letters and Communications:

1. Mr. Rose heard a concern about when Main Street would be repaired- waiting on tar. The companies open next week.

VI. Administrative Reports:

Finance Officer: Report submitted
Mr. Kirk explained Ordinance 2016-07 for the second reading

EMS Chief: Report submitted
To address questions over report at COTW on lift assist response

Fire Chief: Report submitted
To address questions over report at COTW on lift assist response

Police Chief: Report submitted
Chief Baer reported he is down in force due to one officer needing surgery and who will be out for numerous weeks. Another officer has taken another job. He will need to hire 1 FT/2 PT officers

Utility Director: Report submitted

DPW Superintendent: Mr. Wickard to report at COTW regarding the TORO mower. Needed more discussion about mower and transferring money to the 901 account.

Village Administrator:
Ms. Murray made a recommendation to advertise to hire 2 part-time and 1 full-time Police officers.

Motion made by Mr. Van Mooy to advertise for the positions. Second by Mr Rose. All approved.

Ms. Murray made a recommendation to hire Morgan Solether according to Form F-19a as part-time basic EMT.

Motion made by Mr. Van Mooy to hire Morgan Solether for p/t EMT. Second by Mr. Patterson. All voted yes with the exception of Ms. Thompson who voted no.

Ms. Murry was to make a recommendation to purchase a new mower. After discussion it was decided to wait and get more information at the COTW meeting before acting on this.

Clerk: Letter from the Department of Commerce regarding Permit Renewal Objections of alcoholic beverages in our political subdivision will expire on June 1, 2016. Only opportunity to object to the renewal in which there might be a problem in our community. Check with Local Police.

Appointed Legal Counsel: Mr. Marcin made reference Ordinance 2016-11

Mayor: Ms. Goldner mentioned several important dates
April 29 Arbor Day Celebration at the Village Park at 10:00 am
April 30 Recycle Day from 9-12
May 21 Village Safety Day from 9-5

Ms. Thompson made a motion that Ordinance 2016-10 be read by number and title only for the first reading. Second by Mr. Patterson.

ORDINANCE 2016-10 AN ORDINANCE ESTABLISHING SUPPLEMENTAL APPROPRIATION ACCOUNTS FOR FISCAL YEAR ENDING DECEMBER 31, 2016, PROVIDING EXPENDITURE FROM (573) WATER CAPITAL IMPROVEMENT.

Ms. Thomspon made a motion that Ordinance 2016-11 be read by number and title only for the first reading. Second by Mr. Carles.

Ordinace 2016-11 read by name title and number by the mayor.

ORDINANCE 2016-11 AN ORDINANCE AUTHORIZING THE MAYOR AND THE CLERK TO ENTER INTO A CONTRACT WITH CHESTER H. MARCIN, ATTORNEY-AT-LAW, TO ASSUME THE RESPONSIBILITIES OF VILLAGE LEGAL COUNSEL FOR THE VILLAGE OF NORTH BALTIMORE, WOOD COUNTY, OHIO.
IX. Second Reading of Ordinances and Resolutions

Ms. Thompson made a motion that Ordinance 2016-07 be read by number and title for the second reading . Second by Mr. Patterson.

Ms. Thompson made a motion to put the bills totaling $ 203,148.37 on the Claims Ordinance. Second by Mr.Van Mooy. All approved.
