Village Council Minutes – Nov. 7

VILLAGE OF NORTH BALTIMORE COUNCIL MEETING held November 7, 2017 – here are the approved minutes… 

MINUTES 

I.             Pledge of Allegiance 

Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.

II.          Roll Call: 

Mayor Janet Goldner-Here, Ty Carles-Here, Holly Emahiser- Here, Art Patterson -Here, Rich Rose-Here, Leslee Thompson- Absent, Richard Van Mooy-Here, Student Representative Dalton Teaford- Absent, Clerk Kathi Bucher- Here

Mr. Carles made a motion to excuse Ms. Thompson and Mr. Teaford.  Second by Mr. Rose.  All approved.

III.       Approval of the Minutes:

Motion by Mr. Van Mooy to approve the minutes of the October 17, 2017 meeting.  Second by Ms. Emahiser-Ryder.  All approved.

IV.             Public Participation:

Mike Swartz- Mr. Swartz asked that he be exempt from the storm sewer charge since he isn’t being supplied anything.  This will be addressed in the Village Administrators report.

Damon Dotson- Life Scout.  Is back to ask council for finances for his project.  He had changed the plans three times. The county wanted him to add a bathroom and handicapped parking. Mr. Carles said it sounded like the county was giving him the run around.  They thought it was a public shooting range.  He has money from Hancock Wood, Eagles, and Legion.  But he is still in need of $1700.00 to complete the project.

Mr. Van Mooy made a motion to authorize the VA to allow the $1,700.00 to come from the Police Department and Mayors account to help fund the scout project.  Second by Mr. Patterson.  All approved.

Mr. Kirk said he will need a copy of the bill.

  1. Letters and Communications:

Residents were upset that Trick or Treat was not held on the last Thursday of the month as in the past but on Halloween itself. I believe the mayor said it will be on Halloween next year too.(?)

  1. Administrative Reports: 

Finance Officer:  Cut off spending for the 2017 year is November 17.                       

Upcoming; Revenue budget clean up

Expense budget clean up

First readings; 2018 budget; wage increase

 EMS Chief:  report was at council members seats

Mr. Carles wanted to know when the increase that has been talked about starts. Increase at next meeting with it starting on January 1, 2018.

Fire Chief:       nothing

Police Chief:   Chief Baer said they are having staffing issues. Neise had shoulder surgery and will be out 10 weeks. Two officers will go to work at the Sheriff’s office and will start November 10th and 21st.  Has advertised via Facebook, has received a number of applicants.  Will continue looking but would like to hire by December 1, 2017.  William Giesge is a P/T dispatcher. Has a bachelor’s degree. Speaks Spanish. Can cover 80 hours. No new expense.  If he leaves dispatch will they be short? No.

Mr. Patterson made a motion to hire William Giesge per form F19 a at $12.00 per hour.  Second by Ms. Emahiser-Ryder.  All approved.

Utility Director:           nothing

DPW Superintendent: nothing

Village Administrator:

#3) Main Street Corridor- (Broadway & Main) Started on October 23, 2017. Everything has gone well, if this continues they could be done by next week. The State sets the schedule because of it being a grant.  There was a complaint about it because of voting at the library.  Library has been just as busy as normal with the construction out front.

#4) Drainage issue at Eagleville- The tile has been ordered and should arrive soon. Casey’s will remove the trees.  This will be presented to the township with hopes of them contributing.

#5) Council Vacancy- Holly Emahiser will be done November 15, 2017.  Any letter of interest needs to be in by this Friday, November 10, 2017 to the mayor.  Need to be a resident of the Village, elector of the Village, shall not hold any other public office

#6) Storm Water Bills- this is so the residents generate monies to maintain and support all storm water fund for repairs. Our ordinance states any resident of the village.  Mr. Carles made the statement that the state doesn’t say who pays or who doesn’t.  It is the body of people here who decide. VA has no authority.  Mr. Carles doesn’t believe you can charge a resident for something they are not being supplied with. Mr. Van Mooy mentioned that when Powell to the North side was fixed, all residents had to pay.  Eagle Landing had been excluded by the council.

Mr. Van Mooy made the statement that if a motion is made, he will vote no.

Mr. Rose made a motion to excuse the yearly $36.00 for Mr. Swartz for the storm sewer.  Second by Mr. Carles.  Four yes votes with Mr. Van Mooy voting no.  Motion passed.

Not on the report, but there will be a Wood County Emergency Management Agency meeting on November 27 at 7:00 pm in the Village Chambers. Mitigation Plan

 Mr. Van Mooy made a motion that ORDINANCE 2017-40 be read by number and title only for its first reading. Second by Mr. Patterson.

Mr. Van Mooy made a motion that ORDINANCE 2017- 41 be read by number and title only for its first reading, suspend the rules, dispense with the second and third readings and declare an emergency.  Second by Mr. Patterson.  Four yes votes, Mr. Carles voted no.

Mr.  Van Mooy made a motion to adopt ORDINANCE 2017-41.  Second by Mr. Patterson.  Four yes votes with Mr. Carles voting no. Motion passed.

Mr. Patterson made a motion that RESOLUTION 10-2017 be read by number and title only for its first reading.  Second by Mr. Rose.

Mr. Carles wanted to know why we pay $40.00 per month for window cleaning…shouldn’t building maintenance do it?   Mr. Rose agrees.  Ms Murray will get a break down of the cost for COTW.

Mr. Van Mooy made a motion to put the bills totaling $ $279,575.90 on the Claims Ordinance.  Second by Mr. Carles.  All approved.
