VILLAGE COUNCIL MINUTES – 6/4

I.             Pledge of Allegiance

 

Mayor Goldner called the meeting to order at 5:30 PM and led the Pledge of Allegiance.

 

Mr. Carles made a motion to excuse Mr. Aaron Patterson. Second by Mr. Beegle.

All approved.

II.          Roll Call:

III.      Approval of the Agenda:

Mr. Art Patterson made a motion to approve the agenda with corrections. Second by Mr. Beegle. All approved.

 

           Approval of the Minutes:

Mr. Carles made a motion to approve the minutes from May. Second by Mr. Beegle.

IV.             Public Participation:

Shirley Hutchison wanted to know what had been done with the CSX ditch situation that water runs onto her property. Why the long trains with engines all thru the train?  Mr. Carles explained that the RR has been here and they give us their permission to cross the tracks.  Mayor Goldner told her they have sent a letter to Jacksonville asking them to “clean out the ditch”. There is a pothole at the end of her drive as well.

Mr. Aaron Patterson arrived at 5:40.

Finance Officer: at seat when they arrived.

-software implementation for emailing water bills/sewer; online payments

-2019 Appropriation update

-working on 2020 revenues

-three ordinances for special assessments are coming

-negotiations on electric and gas rates have been completed

-auditor is here

-grants for truck replacement via grant

-SRTS will begin this month

-NRG-the design and engineering of six projects begin in June/July

-Downtown Revitalization- Geddis Paving and Excavating/100 block

-Draft of the bulk rate water study is complete

-WCPD- grand program guidelines are prepared

            -Courtney Bretz has put in her notice-last day is June. 14.

Mr. Carles made a motion to hire Kayleb Stuff as p/t officer per F-19a at a rate of $13.50 not to exceed 30 hrs. Second by Mr. Beegle. All approved.

            Personnel, Policy and Ordinance Review (Mr. Engard)

            Wants to add purchase policy to COTW

            Zoning permits- why are we charging and where does the money go?  COTW

 

            Public Works (Mr. Beegle)

-Restrooms at the Boys Baseball fields and youth fields are not open, why?  COTW

-Pond at the park. What can be done with this area? Wetland area? Has been flooded; walkway around the pond needs maintained. (crushed stone there now)

-We dug the pond…fill it in?

            -AEP temporary easement- replace

            -revision of walks

 

            Public Utilities (Mr. Aaron Patterson)

-Advertise for a position? Recommendations were placed on VA desk. They will be calling to set up interviews.      

 

            Finance and Technology (Mrs. Zeigler)

            -Mr. Swartz gave us an update.

Mr. Aaron Patterson made a motion to read Resolution 06-2019 by number and title only for its first reading. Second by Mr. Beegle.

Mr. Aaron Patterson made a motion to read Resolution 07-2019 for its first reading, suspend the other readings. Second by Mr. Beegle. All approved.

Mr. Aaron Patterson made a motion to adopt. Mr. Beegle made the second. All approved.

VA -list of trees that need trimmed as a safety issue. Mr. Aaron Patterson said he had been out driving around and couldn’t see down roads. This is a tree commission issue; Fall-trimming and planting. In 2020 clean boulevards of shrubs, etc…

At Sprigg and Water- an ornamental tree blocks the oncoming traffic from Mitchell Road.
