Village of NB Council Minutes – Sept. 20

Approved minutes of the VILLAGE OF NORTH BALTIMORE – COUNCIL MEETING – September 20, 2016

Minutes from council meetings can not be posted until they are approved by council at the next Regular Meeting. Sometimes there can also be a delay from the Clerk in sending the minutes out and there can also be a delay in the posting the minutes by NBX. We apologize for any inconvenience!

MINUTES

I. Pledge of Allegiance

Mayor Goldner called the meeting to order at 7:00 PM and led the Pledge of Allegiance.

II. Roll Call:

Mayor Janet Goldner-Here, Matt Archer- Here, Ty Carles-Here, Art Patterson –Absent, Rich Rose-Here, Leslee Thompson- Here, Richard Van Mooy-Here,

Mr. Rose made a motion to excuse Mr. Patterson. Second by Mr. Carles
All approved.

III. Approval of the Minutes:

Motion by Ms. Thompson to approve the minutes of the
September 6, 2016 meeting. Second by Mr. Rose. All approved.

IV. Public Participation:

David Richmond- who lives on N Tarr Street, expressed his concern that when the trains run, they hold up traffic, the cars block his drive and he can’t get out. He has been late to work, etc. Wonders what can be done to help this situation.

Randy Gardner- Senator- talked about an upcoming Town Hall Meeting for Oct 12, 2016
At 6:30 at the NB Public Library.

Theresa Gavarone- Ohio House of Representatives- introduced herself and offered her services to the Village.
V. Letters and Communications:
Received a thank you note from the Chamber for the donation for GOST

Mr. Patterson arrived at 7: 16 pm

Recommendation to add a sign on Tarr Street
Mr. Van Mooy made a motion to add a sign on Tarr Street by Mr. Richmond’s drive. Second by Mr. Patterson. All approved.

Proposed motion from council; to accept the terms of the Sprint agreement.
Ms. Thompson made a motion to release ownership and to accept the terms of the Sprint agreement. Second by Ms. Emahiser. All approved.

Clerk: nothing

Appointed Legal counsel: working on an amendment to our income tax

Mayor: nothing

VIII. New Legislation, Resolutions, Motions or Business

Ms. Thompson made a motion that Ordinance 2016-36 be read by number and title only for the first reading, dispense with the second and third readings, suspend the rules and declare an emergency. Second by Mr. Rose. All approved.

ORDINANCE 2016- 36 AN ORDINANCE APPROVING THE CREATION OF A DEBT SERVICE RESERVE FUND, AUTHORIZING CERTIFICATION OF SAME TO LOCAL GOVERNMENT ENTITIES AND DECLARING AN EMERGENCY

Ms. Thompson made a motion to adopt. Second by Mr. Van Mooy. All approved.

IX. Second Reading of Ordinances and Resolutions

Mr. Rose made a motion that Ordinance 2016-32 be read by number and title for the second reading. Second by Ms. Thompson.

Ordinance 2016-32 read by number and title by the mayor.

ORDINANCE NO. 2016- 32 AN ORDINANCE AMENDING THE ZONING DISTRICT MAP BY CHANGING THE ZONING CLASSIFICATION OF PARCEL # F23-310-260314001000, FROM R-2 MEDIUM DENSITY RESIDENTIAL TO B-1 NEIGHBORHOOD BUSINESS DISTRICT.
